Education for Private Rental Business Operators Struggling with Compliance Due to Frequent Rental Business Laws and Policy Changes

Gwanak-gu (District Mayor Park Junhee) held the 2024 Rental Business Operator Capacity Building Training on the 14th to protect both landlords and tenants and to promote housing stability for the common people.
Registered rental business operators refer to individuals or corporations who acquire private housing and register with local governments for the purpose of rental business in accordance with the Special Act on Private Rental Housing.
Rental business operators receive tax benefits through registration and at the same time must fulfill public obligations to ensure tenants' housing stability. Violations of these obligations may result in penalties such as fines and the recovery of tax benefits.
About 300 registered rental business operators in the area, who have difficulty keeping up with frequent legal amendments and policy changes, attended this training.
The training was conducted in two parts. In the first part, using the ‘Rental Business Operator Guidebook’ produced directly by Gwanak-gu Office, a lecture was given on the topic of ‘Public Obligations of Housing Rental Business Operators.’
The training materials included essential information that rental business operators must know, such as ▲major obligations of rental business operators ▲required documents for rental business-related reports ▲penalties for obligation violations ▲and contact institutions for rental business inquiries.
In the second part, tax accountant Yang Jeonghoon (Deputy CEO of Chungjeong Tax Corporation) provided useful information on tax reduction benefits for rental business operators, focusing on housing holding taxes such as property tax and comprehensive real estate tax.
The district sent training notices along with materials such as ‘Major Public Obligations of Housing Rental Business Operators’ for rental business operators who could not attend the training to refer to.
Additionally, the ‘Rental Business Operator Guidebook’ used in the face-to-face training will also be mailed to rental business operators within the district.
District Mayor Park Junhee said, “I hope this training helps rental business operators carefully check compliance with public obligations amid many institutional changes,” and added, “We will continue to conduct various customized trainings related to rental business to revitalize rental housing and promote housing stability for tenants.”
