Smart Green City Concept Master Plan and Basic Plan Service Mid-term Report Meeting Held
Mayor Baek Kyung-hyun: "We Will Create a Unique Urban Development Model for Guri City"
Guri City, Gyeonggi Province (Mayor Baek Kyung-hyun) announced on the 15th that it held the 'Smart Green City Concept Master Plan and Basic Plan Establishment Service Mid-term Report Meeting' for the Topyeong 2 Public Housing District along the Han River.

Following the kickoff report meeting held in July, this second mid-term report meeting was attended by Mayor Baek Kyung-hyun of Guri City, officials from the city hall, Guri Urban Corporation, and the service company. The meeting proceeded with a mid-term report on the service progress, Q&A, and review of additional reflection items.
At the meeting, various measures for creating a mixed-use city of work (職), residence (住), and leisure (樂) were discussed, including traffic improvement plans such as connection to the Metropolitan Area 1st Ring Expressway, grade separation at Topyeong Samgeori Intersection, and grade separation at Acheon IC, as well as commercial land demand review, introduction of anchor facilities, expansion of Jangja Lake Park, and linkage with Topyeongcheon Stream.
The city plans to use the service to further specify the development concept of the Topyeong 2 district, including transportation convenience, jobs, and waterfront scenery, and to establish specialized measures that meet citizens' expectations. These will be reflected in the project through consultations with the project implementer, Korea Land and Housing Corporation.
Mayor Baek Kyung-hyun of Guri City stated, “Through this mid-term report meeting, we were able to confirm a concrete direction for the creation of the Topyeong 2 district Smart Green City,” and added, “We will continue to actively collect citizens' opinions and, after consulting experts, create a unique urban development model for Guri City.”
He also emphasized, “We will do our best to ensure that this project becomes a new growth engine for Guri City beyond simply supplying housing.”
Meanwhile, a city official said, “Through this service, analysis of development demand, derivation of introduced functions, review of development scale appropriateness, and investigation and analysis of project feasibility and ripple effects are underway. The service is scheduled to be completed in the first half of 2026.”
