Support Even Without Civil Defense Situation
Implemented in 6 Months, Pre-Damage Also Compensated
From now on, victims of damage caused by direct hostile acts such as North Korea's filth balloons will be able to receive compensation from the government.
On the 14th, the Ministry of the Interior and Safety announced that the amendment to the "Civil Defense Basic Act" containing this provision was approved at the plenary session of the National Assembly.
This amendment focuses on establishing a basis for the state or local governments to support citizens who suffer damage to life, body, or property due to peacetime integrated defense situations or direct hostile acts. It applies even if it is not a "civil defense situation" such as wartime, armed conflict, equivalent emergencies, integrated defense situations, or national disasters.
The amendment was promoted after some residents suffered property damage from the filth balloons North Korea released since last May. Although it is scheduled to take effect six months after promulgation, the compensation provisions will also apply to damages occurring from May 28th until before the law takes effect.
The Ministry of the Interior and Safety plans to widely gather opinions from experts and related agencies to establish standards, procedures, and methods for damage support in line with the purpose of the law amendment. Minister Lee Sang-min said, "The government will do its best to support local residents suffering from North Korea's direct hostile acts so that they can quickly return to their daily lives."
