ICC Seems to Consider Issuing Arrest Warrant
Russia announced on the 13th (local time) that Foreign Minister Sergey Lavrov will attend the upcoming G20 summit in Rio de Janeiro, Brazil, on the 18th and 19th, representing Russian President Vladimir Putin.
Maria Zakharova, spokesperson for the Russian Ministry of Foreign Affairs, stated at a briefing that "the Russian delegation will be led by Minister Lavrov on behalf of President Vladimir Putin."
Zakharova explained that Minister Lavrov will deliver a speech at the G20 plenary session on the 18th, focusing on topics such as combating inequality, hunger, and poverty, as well as reforming international organizations. She added that Lavrov plans to hold bilateral meetings and contacts with representatives of other countries during the summit.
Earlier, President Putin had announced at a media briefing ahead of the BRICS summit held last month in Kazan, Russia, that he would not attend the Brazil G20 summit in person.
He acknowledged that the International Criminal Court (ICC) had issued an arrest warrant against him and said, "I have a very good relationship with Luiz In?cio Lula da Silva, the President of Brazil, so why would I deliberately go there to disrupt the normal proceedings of this event?" Ukraine has requested Brazil to execute the ICC arrest warrant if President Putin attends the G20 summit.
