Since the introduction of the personal information disclosure system in 2010, this is the first time that the personal information of a suspect with military status has been disclosed. Disclosure of personal information requires the crime's brutality and serious damage, sufficient evidence to believe the suspect committed the crime, and fulfillment of the public's right to know and public interest. Yang Gwang-jun is also the first case in which the Gangwon Provincial Police Agency has disclosed a suspect's personal information.
Yang Gwang-jun is accused of strangling and killing Ms. A (33) after an argument in his vehicle in the unit's parking lot around 3 p.m. on the 25th of last month, mutilating the body, and abandoning it in the Bukhan River in Hwacheon around 9:40 p.m. the following day.
Yang Gwang-jun is a lieutenant colonel in the Republic of Korea Cyber Command based in Gwacheon, Gyeonggi Province, and was transferred to a subordinate unit in Songpa-gu, Seoul, on October 28. Ms. A was a fixed-term civilian employee who worked in the same unit.

According to the investigation, on the morning of the crime, Yang Gwang-jun and Ms. A, who were in a romantic relationship, had a carpool on the way to work and argued. Judging that they could no longer continue their relationship, he committed the crime. It was found that Yang Gwang-jun was already married with a family, while Ms. A was unmarried.
Yang Gwang-jun showed meticulousness by placing stones in the bag containing the body to prevent it from floating quickly and sending text messages from the victim's phone to family, acquaintances, and workplace to conceal the fact that the victim had been murdered.
When the police involved a profiler (criminal analyst) in the investigation to analyze the criminal behavior, it was reported that they judged "the destruction and concealment of the corpse were carried out intelligently, and there is some indication of a planned crime, including intent to kill." On the 12th, the police handed Yang Gwang-jun over to the prosecution on charges of murder, corpse mutilation, and corpse abandonment.
