Yeongdeungpo-gu (Mayor Choi Ho-kwon) has announced its ambition to establish the “3rd Yeongdeungpo-gu Human Rights Basic Plan” for five years to create a human rights-friendly environment that guarantees the human rights of its residents and to realize “Human Rights City Yeongdeungpo,” where a dignified life can be ensured.


The “Human Rights Basic Plan” is a comprehensive plan that establishes the vision and strategies of human rights policies to promote legal protection and institutional practice of human rights through analysis of the current human rights situation.


The newly established “3rd Yeongdeungpo-gu Human Rights Basic Plan” covers the human rights vision, implementation strategies, and policy goals that the district will pursue over five years from 2025 to 2029.


The “3rd Human Rights Basic Plan” consists of three major strategies: safety and protection, inclusion and equality, participation and communication; four policy goals: “creating a human rights-friendly environment,” “establishing a discrimination-free human rights society for all,” “spreading human rights values and culture,” and “building a human rights-friendly administrative system”; eight key projects; and 47 detailed projects.


To establish the “3rd Yeongdeungpo-gu Human Rights Basic Plan,” the district conducted a “research service” from the beginning of the year. This was to analyze and evaluate the implementation status of the 2nd Human Rights Basic Plan tasks and derive future improvement measures, as well as to carry out a “human rights survey” and “in-depth interviews” targeting residents and employees.

This aims to implement practical human rights policies that consider socially vulnerable groups and meet the needs of residents, rather than one-sided policies, through the “human rights survey.” As a result, the district has developed specific projects that listen to the voices of vulnerable groups such as single-person households, self-support workers, women, the elderly, care workers, families of nursing care recipients, and persons with disabilities.


Additionally, linked with the 8th term of the district’s autonomous administration plan, tasks that residents can feel directly were discovered.


Based on this, the district plans to promote the distribution of a manual to protect the human rights of civil service staff handling civil complaints, produce braille business cards for employees, operate a “Beautiful Consideration” service desk, and create barrier-free parks.


The “3rd Yeongdeungpo-gu Human Rights Basic Plan” is scheduled to be established after review by the Human Rights Committee to be held in December. Afterwards, the district will establish implementation plans for each detailed project and conduct annual evaluations and inspections to enhance effectiveness.


Choi Ho-kwon, Mayor of Yeongdeungpo-gu, stated, “I hope this Human Rights Basic Plan will lead positive changes in our society and be the first step in discovering differentiated human rights policies tailored to local conditions.” He added, “By listening to the voices of socially vulnerable groups, we will implement highly perceptible human rights policies so that all residents of Yeongdeungpo-gu can be respected.”
