Significant Improvement in Citizen Convenience

The Permit Officer of Pocheon City, Gyeonggi Province (Mayor Baek Young-hyun) has marked the 2nd anniversary of its establishment.

Since the establishment of the Permit Officer, Pocheon City has drastically shortened the processing period for permits and licenses, significantly reduced the inconveniences citizens experienced during the permit process, and realized fair and transparent permit administration.


As of October 2024, the reduction rate in the processing period for permits and licenses by sector in Pocheon City is approximately 74%, an increase of 18 percentage points from 56% before the establishment. This achievement was made within two years of establishing the Permit Officer, enhancing citizen convenience by shortening the actual processing time compared to the statutory processing period.


The city is not only focusing on shortening the processing period but is also promoting innovative permit policies to provide permit services that satisfy citizens even more.


Efforts to strengthen permit work capabilities include holding regular communication meetings, establishing an online practical consultation system based on the next-generation Geographic Information System (GIS), operating a visiting township and town architectural civil complaint office, and reinforcing responses to complaints about illegal development activities such as unauthorized filling in spring. These efforts enhance the substance of permit services and provide citizen-tailored policies.


Additionally, new policies are being prepared to strengthen fair, prompt, and citizen-satisfying permit administrative services. These include the introduction of the Integrated Permit Support System (IPSS) for development activity permits, relaxation of permit review standards for agricultural facilities to improve settlement and living conditions for young farmers, and conducting training workshops for permit officers to shorten permit processing periods, thereby improving the quality of civil complaint services.


Mayor Baek Young-hyun of Pocheon City said, “Since the establishment of the Permit Officer, we have provided high-quality permit civil complaint services to meet citizens’ expectations over the past two years,” and added, “Based on the accumulated permit civil complaint experience, we will provide more detailed and citizen-oriented permit civil complaint services.”
