Yeongdeungpo-gu (District Mayor Choi Ho-kwon) announced that it will fully implement the ‘2024/2025 Winter Comprehensive Measures’ focusing on four key areas: cold wave, snow removal, safety, and daily life, from November 15 this year to March 15 next year.


In anticipation of a severe cold wave this winter, the district will operate a three-level emergency duty system to respond promptly to emergencies, strengthening measures centered on protecting vulnerable groups and preventing safety accidents.

Community-Based Cold Wave Measures to Warm the Harsh Winter


To prepare for this year’s cold wave, the district will expand and operate cold wave relief facilities including 27 cold wave shelters and 30 warming tents, and will additionally install 69 heated seats at bus stops, operating a total of 126 heated seats. Furthermore, a ‘Cold and Heated Seat Integrated Control System’ will be established to remotely adjust operating hours and temperatures, enabling systematic maintenance.


Protection and support for vulnerable groups will also be expanded. Winter supplies will be provided to 300 low-income energy-vulnerable households, and winter fuel cost support for emergency aid recipients will be increased to alleviate heating expenses. Additionally, the ‘Support for Installation of Eco-Friendly Home Boilers’ will expand its target from existing beneficiaries and near-poverty groups to include multi-child families with a basic median income below 70% and social welfare facilities, realizing universal energy welfare. Moreover, visiting health management services will be strengthened for about 5,100 individuals including elderly living alone and those with mobility difficulties, carefully monitoring their health during winter.

Establishment of a Rapid and Effective Snow Removal Response System


To respond swiftly to sudden heavy snowfall, a ‘Snow Removal Countermeasures Headquarters’ will be operated, initiating emergency duty in stages. The district plans to install additional road heating cables in five snow removal vulnerable sections this year to enable rapid initial response during snowfall.


Also, the district will provide real-time winter safety guidelines and daily life information to residents through the district website, SNS, and local community Talk reporters.


Strengthening Preparedness for Winter Safety Accidents and Food Poisoning


To prevent winter safety accidents such as fires and frozen pipes, on-site inspections will be intensified for safety-vulnerable facilities including construction sites and vacant houses, as well as multi-use facilities and gas supply and usage facilities. Additionally, a constant emergency duty system will be maintained to prevent food poisoning, with hygiene inspections conducted on high-consumption food manufacturing and sales businesses during specific periods such as kimchi-making season, Christmas, and year-end holidays to create a safe food environment.


Continuous monitoring will also be conducted to fully prevent cold-related illnesses and infectious diseases.

Promoting Livelihood Stability through More Detailed Daily Life Measures


The district will establish daily life measures in each sector to minimize inconveniences for residents. It will promptly collect daily waste such as kimchi-making garbage and fallen leaves, strengthen street cleaning to maintain street aesthetics, and create a pleasant environment. Efforts will also be made to establish a proper commercial order through price tag compliance inspections and crackdowns on unfair trade practices.


Choi Ho-kwon, Mayor of Yeongdeungpo-gu, stated, “As an unprecedented cold wave is expected this winter, we will implement a more strengthened comprehensive plan than last year to fully protect our residents,” adding, “We will thoroughly prepare so that everyone can spend a safe and warm winter without any residents being left behind.”
