Park Heeyul, a member of the Gwangju Metropolitan Council (Democratic Party, Nam-gu 3), criticized the large gap between the purpose of establishing the Gwangju Strategic Promotion Team and its operation, as well as organizational confusion caused by repetitive task adjustments, during the administrative audit of Gwangju held on the 11th, and called for the abolition of the Gwangju Strategic Promotion Team.


The Gwangju Strategic Promotion Team was newly established in August 2022 to realize the slogan of the 8th term of the Gwangju municipal government, "Gwangju, a city of opportunities where tomorrow shines." As a control tower directly under the Deputy Mayor for Administration, it was launched with the goal of overall coordination and rapid promotion of major pledges and current issues, but it has now been reduced to a department responsible only for "convergence tasks" and "public institution innovation," significantly deviating from its initial goals.


Councilor Park expressed doubts about the necessity of the organization’s existence, stating, "Two years after its establishment, the Promotion Team is failing to perform its role as a control tower that provides policy value to citizens." He also pointed out that repetitive task adjustments every six months over the past two years have intensified work confusion and inefficiency, lowering administrative trust.


Park said, "The functions of the Gwangju Strategic Promotion Team have already been reduced and distorted to the point where it cannot achieve the initially set objectives," and added, "We can no longer expect it to serve as a policy coordination control tower."


He also questioned the achievements of the Gwangju Strategic Promotion Team. Despite receiving significant public interest in pledge projects such as the three major public value allowances, he criticized that except for the farmers' allowance, other allowance projects were transferred to different departments without clear progress. He stated, "The transfer of tasks is evidence that the organization failed to produce proper results," and added, "We can no longer tolerate the waste of resources without producing tangible outcomes that citizens can feel."


Councilor Park emphasized, "It is necessary to reconsider whether the Gwangju Strategic Promotion Team is worth maintaining," and said, "If the current situation continues, it would be better to abolish the organization and, if necessary, reorganize it into a new system that can bring real changes to citizens."
