The Ministry of National Defense-Gyeonggi Province Win-Win Development Council was launched in 2023 as a consultation body at the level of department heads to resolve local community issues caused by the presence of military units in the province and to devise ways for the military and local areas to develop together.
The Military Facilities Planning Officer of the Ministry of National Defense and the Director of Balanced Development Planning Office of Gyeonggi Province serve as co-chairs and hold regular meetings every first and second half of the year. About 20 people, including heads of relevant departments from the Ministry of National Defense and Gyeonggi Province and representatives from nine basic local governments within Gyeonggi Province, attended this meeting.
During the meeting, discussions were held on 13 agenda items for win-win cooperation between local communities and military units, including △ improvements to laws and systems related to the “Military Base and Military Facility Protection Act” and the “Act on Noise Prevention and Damage Compensation for Military Airfields and Military Shooting Ranges,” △ military unit wastewater treatment facilities, and △ issues related to the relocation of units within Gyeonggi Province.
Yoon Sung-jin, Director of the Balanced Development Planning Office of Gyeonggi Province, stated, “We will continue to communicate and cooperate with the Ministry of National Defense to resolve various problems caused by the presence of military units in local communities,” adding, “Through a win-win model where the military and local areas mutually benefit, we will promote regional development and the stability of national defense together.”
