Citizens Prioritize "Designation of Economic Free Zone for a Self-Sufficient City"

The Gyeonggi Goyang Research Institute (Director Kim Hyun-ho) announced on the 8th that it held a citizen forum on the 3rd at KINTEX Exhibition Hall 1 to establish a long-term development plan for Goyang City through citizen deliberation. The forum invited 113 Goyang citizens, including 9 teenagers in their teens.

On that day, the citizen forum proceeded with briefings on sector-specific directions by the Goyang Research Institute researchers, followed by Q&A sessions with citizens, and then free discussions among the citizens.


The participating Goyang citizens were divided into 11 groups for discussion. They discussed various topics such as △ the Goyang City they hope for in 2040 △ major policy tasks in sectors including economy and industry, transportation, urban spatial structure, environment and ecology, education and cultural arts, and social welfare △ and sector-specific policy implementation plans. Afterward, they shared the discussion results and conducted a vote on policy priorities.


Through the citizens' discussions, the policies identified as the highest priorities were △ designation of an economic free zone for a self-sufficient city (35.1%) and △ improvement of commuting conditions centered on Seoul (22.5%).


The discussion results showed that Goyang citizens focus more on developing Goyang City as an independent self-sufficient city overcoming its role as a bedroom community of Seoul, rather than increasing connectivity with Seoul (such as incorporation into Seoul). Additionally, citizens expressed opinions that measures should be prepared to realize a vision where they can find jobs within Goyang City by discovering future economic opportunities for Goyang and improving practical inconveniences experienced while commuting to and from Seoul.


Going forward, the Goyang Research Institute plans to establish the Goyang City Vision 2040, a roadmap for the development of Goyang Special City, based on the results of the citizen forum.
