The Human Resources Development Service of Korea was recognized for its contribution to building a national qualification digital badge system based on blockchain and non-fungible tokens (NFTs) that enables the distribution of certification issuance, submission, and authenticity verification procedures in the form of electronic certificates. The digital badge is a service that issues a blockchain NFT representing an individual's competencies and achievement evaluation results, symbolizing the act of obtaining certification.
Through the digital badge system, the Human Resources Development Service of Korea simplified the distribution services of qualification information such as certificate issuance, storage, and submission. This process has enabled the reduction of approximately 50 billion KRW in social and economic costs annually. Lee Woo-young, President of the Human Resources Development Service of Korea, stated, "We will innovate public services through the digital transformation of the Service's projects" and added, "We will open an era of public lifelong vocational competency development awareness to enhance national competitiveness."
The Service operates the National Qualification Portal Q-Net website, used by about 10 million members. Currently, it is promoting digital transformation to innovate qualification information services. In April, it launched a next-generation mobile app equipped with electronic wallet functions such as mobile certificates and digital badges. The next-generation Q-Net website service based on the cloud also started last month.
