October 31, 4 PM, Deputy Mayor Lee Jun-seung's Presentation at the 8th Central-Local Policy Council Hosted by the Ministry of the Interior and Safety
Busan City announced that its ‘One-Stop Corporate Support Dedicated Officer System,’ designed to swiftly realize large-scale investment projects driving regional economic growth, has been selected as an exemplary policy case by local governments.
On the 31st at 4 p.m., the '8th Central-Local Policy Council' was held in the large conference room on the 4th floor of Pohang City Hall, presided over by the Minister of the Ministry of the Interior and Safety.
The policy council was attended by central government ministries and vice heads of 17 metropolitan and provincial governments, where presentations on exemplary local government policies related to the key agenda of ‘revitalizing local communities’ were conducted.
On this day, Lee Jun-seung, Busan City Deputy Mayor, presented the ‘One-Stop Corporate Support Dedicated Officer System’ as an exemplary local government policy case, introducing ▲the background of the dedicated officer system ▲supported companies ▲selection criteria ▲and achievements.
Key achievements include ▲conducting a research project for designating a special development zone to attract partner companies within the Renault Korea plant (June to November 2024) ▲supporting promotion within the city hall and gateways for new car launches ▲and granting Busan’s first honorary road name ‘Renault-daero’ (October 8).
Additionally, regarding ▲Geumyang’s secondary battery factory construction ▲a research project for supplying industrial water to the East Busan area (August 2024 to April 2025) ▲and requests for cooperation with the Ministry of Trade, Industry and Energy and Korea Electric Power Corporation to secure power demand were carried out.
Regarding IQ Lab’s new power semiconductor factory in Busan, support was provided for ▲minimizing the permit period to enable swift groundbreaking ▲and employment and training of staff utilizing the work-study dual system.
For Oriental Junggong’s research and development (R&D) campus construction, support included ▲minimizing the period for signing the occupancy contract (City-Oriental Junggong) and expediting the private contract supply procedure for the construction site ▲and issuing English certificates for participation in the 2023 Win-Win Management (ESG) support project to secure overseas sales channels.
In particular, the case of supporting Oriental Junggong’s R&D campus construction, which succeeded in attracting investment by resolving corporate difficulties related to the construction site through active cooperation with related ministries and agencies, was highlighted.
The city negotiated multiple times with the Ministry of Land, Infrastructure and Transport and Korea Water Resources Corporation to obtain prior approval for a private contract (from the Ministry of Land, Infrastructure and Transport) to timely provide research land within Busan Eco Delta City, supporting the first domestic shipbuilding equipment company’s independent R&D center construction.
Through interdepartmental collaboration, the period for signing the occupancy contract was minimized, and Oriental Junggong plans to sign the private contract with Korea Water Resources Corporation in November.
Even after the private contract, the city plans to actively support the prompt groundbreaking of the R&D center within the year by using the One-Stop Investment Support Council as a hub in cooperation with related organizations.
Besides the dedicated officer system, the city introduced projects establishing a one-stop corporate support system based on cooperation with the local business community, including ▲dispatching a Corporate Policy Cooperation Officer to the Busan Chamber of Commerce and Industry (August) ▲and relocating and expanding the One-Stop Corporate Support Center to the Busan Chamber of Commerce (September).
The Corporate Policy Cooperation Officer consists of one Grade 5 and one Grade 6 official.
Deputy Mayor Lee Jun-seung stated, “This exemplary case selection is the result of the combined efforts of the One-Stop Investment Support Council members and all city departments to resolve difficulties encountered during the realization of large-scale corporate investments. We will continue to do our best to create an innovative and attractive investment environment befitting Busan as a global hub city.”
