Guri City Revitalizes Local Economy by Activating Startup Ecosystem. Jinhee Kim, Director of the Economic and Financial Bureau of Guri City, is explaining the major issues of Guri City on the 31st at the Comprehensive Situation Room on the 3rd floor of the City Hall main building.

The city of Guri, Gyeonggi Province (Mayor Baek Kyung-hyun) held a regular press briefing for the 5th week of October 2024 on the 31st at the comprehensive situation room on the 3rd floor of the city hall main building. At the briefing, Kim Jin-hee, Director of the Economic and Fiscal Bureau, presented and explained the major issues of Guri City.


The presentation included ▲ Guri City Commercial Area Revitalization Foundation begins analysis of commercial districts throughout Guri City ▲ Guri City expects activation of the startup ecosystem through the creation of an innovation startup space ▲ Guri City conducts focused tax delinquency enforcement on high-amount and habitual tax delinquents ▲ Guri City implements hygiene management evaluation for food manufacturing and processing businesses in 2024.


Guri City announced that the Guri City Commercial Area Revitalization Foundation will conduct a first-phase commercial district analysis targeting the entire city by the end of December. This analysis is being promoted to establish systematic support measures for small business owners by reflecting changes in commercial district flows following the opening of Line 8.


The commercial district analysis will collect and analyze various information based on card payment data, including ▲ sales analysis by industry ▲ understanding consumer patterns ▲ usage status of commercial districts by time and region. The analysis results are expected to be used to establish customized marketing and management strategies for small business owners.


Additionally, Guri City announced plans to create an innovation startup space. This space will provide occupancy areas according to growth stages from prospective entrepreneurs to startups within seven years, and will conduct discovery of companies in innovation and new industry fields as well as customized growth support. The space will be established on the 4th floor of the Hyuval Nine Knowledge Industry Center in Galmae-dong, with a total floor area of 4,361㎡.


The plan to organize local tax delinquencies was also mentioned. The city will operate a comprehensive delinquency cleanup period for the second half of the year for nine weeks until November 30. For 12,600 cases of current year delinquencies, tax notices were sent in mid-October, and an additional 5,100 cases will be sent next month.


Regarding delinquencies from previous years, strong administrative sanctions are being enforced on high-amount and habitual tax delinquents. For 16 new high-amount delinquents with local taxes of 10 million KRW or more whose delinquency occurrence date has passed one year, their names will be disclosed by November 20, 2024. For 19 high-amount delinquents with local taxes of 30 million KRW or more, after conducting on-site investigations and immigration status checks, exit bans will be imposed by December 20, 2024.


Guri City also announced that from the 28th, a five-day hygiene management evaluation will be conducted on 50 food manufacturing and processing businesses in the jurisdiction. This evaluation was prepared to improve efficient hygiene management and autonomous management levels of the businesses, with a total of 120 items inspected. Based on the evaluation results, businesses will be managed with differentiated grades such as autonomous management, general management, and focused management.


Mayor Baek Kyung-hyun of Guri City stated, “More than 90% of all business operators in Guri are small business owners, making it a city with a very high proportion of small businesses,” and added, “We will prepare various support measures for small business owners who are the root and core of the local economy.”
