"Anti-North Leaflets Are Illegal... Incheon Mayor Must Act"

Lee Jae-myung, leader of the Democratic Party of Korea, visited residents of Incheon who are suffering from noise caused by North Korea's anti-South broadcasts and said, "You should formally make a request to the Incheon city government."
On the morning of the 31st, Lee visited the Dangsan-ri Community Center in Songhae-myeon, Ganghwa-gun, Incheon, to hear about the noise damage experienced by the residents. He stated, "Fundamentally, the 9.19 Military Agreement should be restored and upheld, but since it is a political issue, it is not easy," and added, "A practical method is to prevent the sending of leaflets (anti-North Korea leaflets)." He continued, "When I was governor of Gyeonggi Province, we designated safe zones and danger zones for management," and said, "If a danger zone is designated, flying anything becomes illegal and punishable. When I was governor, we almost completely stopped it."

He said, "Eighty percent of the (anti-North Korea) leaflets do not reach North Korea but fall within our country," adding, "They fall in places like Cheorwon and Paju." In response, the village chief said, "That's right. Many fall here." Furthermore, he said, "You should designate zones like Gyeonggi Province and deploy special judicial police to prevent the distribution of leaflets," and added, "That is the method you have." He also added, "You have chosen this time as well, but your voting rights are your power."
In the by-election for the Ganghwa-gun governor of Incheon held on the 16th, the candidate from the People Power Party was elected.
