Daejeon City Council Holds Policy Forum on Preventing Deepfake Sex Crimes

Emphasizing the Need for Digital Sex Crime Prevention Education

The Daejeon City Council held a policy discussion on "Exploring Preventive and Responsive Measures for Deepfake Sex Crimes" at the council's communication room on the 30th, presided over by Chairperson Jo Wonhui (People Power Party, Yuseong District 3).

Attorney Kim Mina, who delivered the keynote presentation, explained the spread and misuse cases of deepfake technology and proposed several measures for prevention and response: educational programs to raise awareness that the production of deepfake sexual exploitation materials constitutes gender-based violence; guidelines for deepfake prevention; and the establishment of a cooperative system for government-level support in content removal and proactive investigations.

Following this, Park Mirang, professor at the Department of Police Science at Hannam University, Hong Youngsun, head of the Cyber Crime Investigation Unit at Daejeon Metropolitan Police Agency, and Kim Mihwa, director of Daejeon YWCA Sexual and Domestic Violence Counseling Center, emphasized the seriousness of deepfake sex crimes. They shared opinions on policy approaches including strengthening sex crime prevention education, developing technological detection tools, and enhancing legal penalties.

In particular, the need for digital sex crime prevention education and the establishment of cooperative systems between public institutions and the private sector were highlighted to address the growing misuse of deepfakes among youth.

Chairperson Jo Wonhui stated, "We will actively incorporate the response measures presented at this discussion into Daejeon City and Daejeon Metropolitan Office of Education policies to create a Daejeon free from deepfake sex crimes."
