Yeongdeungpo-gu (District Mayor Choi Ho-kwon) announced that it will strengthen safety measures to prevent mass crowd accidents ahead of Halloween Day on October 31.
Mass crowd accidents occur when a large number of people suddenly gather in a limited space, increasing the risk of accidents due to narrow walkways or obstacles causing congestion.
Accordingly, the district is making every effort to manage safety with a focus on "prediction and prevention." From October 23 to November 1, a 10-day period has been designated as the "Special Measures Period for Halloween," during which a crowd safety management plan will be implemented to prevent safety accidents among residents.
Previously, the district selected major crowd-concentrated areas such as ▲ Mullae-dong Food Alley ▲ The Hyundai Seoul (Yeoui-dong) ▲ Times Square (Yeongdeungpo-dong), and conducted proactive on-site inspections on the 26th.
In particular, one of the district’s representative spots, "Mullae-dong Food Alley" (around Mullae-dong 2-ga and Mullae-dong 3-ga), has narrow alleys and densely packed small shops, making it vulnerable to crowd accidents or fire incidents.
Therefore, during the special measures period, the district will monitor the Mullae-dong Food Alley area 24 hours a day through CCTV at the Integrated Control Center and Disaster Safety Situation Room. During expected peak crowd times, on-site patrols will be intensified to manage the situation and remove hazards in advance. Additionally, 134 "visible fire extinguishers" have been installed in the alleys to enable immediate response in case of emergencies.
With large crowds expected at "The Hyundai Seoul" and "Times Square" ahead of Halloween and the year-end season, the district will maintain an emergency communication system and share real-time information with related agencies such as the police station and fire station to ensure swift initial response in case of various incidents or accidents.
Furthermore, during this period, the district will inspect food service establishments for compliance with regulations including ▲ illegal outdoor business and solicitation ▲ exceeding allowed occupancy inside stores ▲ installation of rooftop railings at restaurants ▲ availability of firefighting equipment ▲ operational status of emergency evacuation facilities, aiming to preemptively block risk factors.
On Halloween Day, October 31, the district will collaborate with Yeongdeungpo Police Station, Yeongdeungpo Fire Station, and the Mullae-dong Autonomous Disaster Prevention Group to conduct joint public-private crowd safety inspections and management, focusing on the Mullae-dong Food Alley area.
Choi Ho-kwon, Mayor of Yeongdeungpo-gu, stated, “We will closely cooperate with related agencies to prevent safety accidents such as crowd accidents and establish a rapid initial response system.” He added, “We will proactively identify locations with potential crowd accident risks, remove hazards in advance, and continuously strengthen various safety measures prioritizing the safety of our residents.”
