Acting Chairman Kim Taegyu of the Korea Communications Commission met with key KT officials to discuss major issues such as improving the device distribution structure and responding to illegal spam.


According to industry sources on the 29th, Acting Chairman Kim visited KT Hyehwa Office and held a meeting with KT Vice President Lim Hyunkyoo and others. On this day, Acting Chairman Kim said, "The government is promoting the abolition of the Device Distribution Act to revitalize market competition and reduce the burden of communication fees," adding, "We ask telecommunications companies to actively cooperate so that quality and price competition among operators can become more active, ultimately increasing benefits for users."


In response, KT stated, "We are making efforts to uphold the purpose of reducing household communication costs, such as providing switching subsidies to number portability users," and added, "We will continue to actively cooperate in discussions on institutional improvements for the development of the telecommunications market and user protection."


Regarding the prevention of illegal spam distribution in the telecommunications market, Acting Chairman Kim said, "The government is preparing a comprehensive plan to prevent illegal spam, and we ask telecommunications companies to actively cooperate so that the public can tangibly feel the effects of the reduction in illegal spam."


KT said it is making efforts to reduce spam by utilizing new technologies such as artificial intelligence (AI) clean messaging, participating in the implementation of qualification certification for mass text message transmission, and imposing speed limits on spam transmission operators.


Regarding the recent contentious Fair Trade Commission investigation into collusion among telecommunications companies, KT explained, "Since the telecommunications companies made efforts to stabilize the market according to government policy, it is desirable to prepare legal and institutional improvement measures after the abolition of the Device Distribution Act rather than imposing excessive sanctions."


They also requested, "Please consider responding to policies to ease household communication costs and the need to promote private investment for the national AI transformation."


Acting Chairman Kim replied, "Consultations among government ministries are underway, and I will fully explain the purpose of the Device Distribution Act and the market stabilization measures taken by the Korea Communications Commission so far."


Meanwhile, after the meeting, Acting Chairman Kim inspected major telecommunications facilities at the Hyehwa Office to check the preparation status for providing stable communication services and protecting users.
