Dobong-gu Aims to Create a Crime-Free City with 0% Crime Rate

Lowest Number of Crimes in Seoul... Crime Prevention Projects Cited as the Reason
Protection Projects for Vulnerable Groups and Safe Living Design Landscape Projects Promoted

There is the safest district in Seoul.


It is Dobong-gu, with a population of 300,000. In 2023, Dobong-gu recorded 1,921 cases of the five major crimes including murder and robbery, the lowest among the districts.


This is 1,528 cases fewer than the Seoul city average of 3,449. The crime prevention projects promoted by Dobong-gu in cooperation with related organizations are cited as the reason behind this.


Many experts agree that strengthening crime prevention activities is crucial to lowering crime rates.


Dobong-gu (Mayor Oh Eon-seok) is accelerating efforts to create a safe city in collaboration with Dobong Police Station, community groups, and other related organizations. Various projects are being implemented to prevent crimes in advance, aiming for a 0% crime rate in the area.


Protection projects for vulnerable groups are representative. The district operates a Safe Return Scout service that accompanies women, the elderly, and children safely home, and is expanding safe return routes in high-risk areas. It also runs Safe Keeper Houses where people can evacuate quickly in emergency situations.

Additionally, safety equipment is provided to single-person households, single-parent families, and stalking victims, and customized self-defense training is conducted for each target group.


Urban architectural design techniques are also being introduced to fundamentally eliminate environments that induce crime. The district has formed a Crime Prevention Through Environmental Design (CPTED) council with Dobong Police Station and is promoting lifestyle safety design and landscape improvement projects in areas with high resident anxiety, such as densely populated housing complexes.


Efforts are also being made for real-time monitoring to respond swiftly to various incidents and accidents. The Dobong-gu CCTV Integrated Control Center monitors the area 24 hours a day in real time. As of October, it has conducted 31,888 monitoring activities this year alone and provided 4,250 video materials to investigative agencies such as the police. Within this year, an ‘Artificial Intelligence (AI) CCTV High-Speed Search System’ will be introduced to utilize AI analysis technology for crime prevention and suspect apprehension.


Oh Eon-seok, Mayor of Dobong-gu, said, “The district is doing its best to strengthen the local safety network to protect the lives, health, and property of residents. We will continue to promote various projects for crime prevention and work together with residents and related organizations to create a safe urban environment free of crime.”
