Issuance of 60 Billion Won in Metropolitan Seoul Love Gift Certificates... Sales Divided by Birth Year on November 5

Sales Start at 10 AM for Even-Year Births
Purchases Available from 3 PM for Odd-Year Births

A metropolitan Seoul Love Gift Certificate worth 60 billion KRW, usable in all autonomous districts of Seoul, will be issued on November 5. Sales will be conducted in two phases based on whether the last digit of the birth year is even or odd.


On the 28th, the Seoul Metropolitan Government announced that the metropolitan Seoul Love Gift Certificate will be issued at a 5% discount. The metropolitan Seoul Love Gift Certificate can be used throughout all 25 autonomous districts, not only at offline affiliated stores but also on Seoul’s public delivery app and the 'eSeoul Love Shop,' an online exclusive store for Seoul’s small business owners within the Korea Post Shopping platform.

To prevent server overload, the city has divided purchase times by birth year: those with an even last digit can buy from 10 a.m. to 2 p.m., and those with an odd last digit from 3 p.m. to 7 p.m. The issuance amount is 30 billion KRW each, totaling 60 billion KRW. If there is any remaining amount after 7 p.m., purchases can be made regardless of birth year.


The gift certificates can be purchased at a 5% discounted price, up to 300,000 KRW per person per month. The holding limit is 1,000,000 KRW. They must be used within five years of purchase. If purchased with cash, a refund of the remaining balance is possible if at least 60% of the gift certificate amount has been used. Gift transfers are allowed within a monthly limit of 1,000,000 KRW. However, if the gift certificate is purchased with a credit card, refunds of the remaining balance or gift transfers are not allowed.


On the issuance day, November 5, to ensure system stability, the 'Find Store' and 'Gift Certificate Gift' functions in the Seoul Pay Plus app will be temporarily suspended from 9:30 a.m. to 7 p.m.


Han Jung-hoon, Director of the Small Business Policy Division of Seoul City, said, "Through this issuance, we hope to help increase sales for small business owners struggling with ongoing high inflation and reduce the financial burden on citizens."
