On the 23rd (local time), major foreign media reported, citing local police authorities, that heavy rain from Trami poured down in the Bicol region southeast of northern Luzon Island, causing flooding in many areas, and at least 12 people died in Naga City.


It was also reported that a 22-year-old man died after being crushed by a tree in another part of the Bicol region, and a 71-year-old man died after falling from a house roof. Five fishermen went missing, and more than 47,500 people evacuated their homes.


AFP, citing local police, reported that in Naga City, a bus was swept away by the floodwaters, resulting in one drowning, and a total of four people drowned. Near Bicol, in the Quezon province, an elderly woman and an infant each drowned, and in the capital Manila, one person died after being crushed by a fallen tree.


The meteorological authorities forecast that the storm would make landfall in the northeastern Luzon province of Isabela either tonight or on the morning of the 24th, bringing strong winds and up to approximately 200mm of rainfall in a day along the storm's path.


Philippine President Ferdinand Marcos said during a situation briefing that "the amount of water is unprecedented," and added, "The worst is yet to come. Everyone should prepare."
