Hongje-dong Ant Village, a remaining hillside neighborhood in Seodaemun-gu, Seoul, will be redeveloped using the Rapid Integrated Planning method.

On the 21st, the Seoul Metropolitan Government held the 5th Redevelopment Candidate Site Selection Committee and selected two areas: Ant Village in Hongje-dong 9-81 and Sadang-dong 63-1 in Dongjak-gu. With this, the total number of redevelopment promotion areas under the Rapid Integrated Planning method has reached 85. A Seoul city official stated, "This candidate site selection prioritized areas where residential environment improvement is urgent, focusing on regions with high approval rates and low opposition rates."


Hongje-dong Ant Village is a representative unauthorized building cluster (shantytown) in Seoul, formed in the 1970s at the foot of Inwangsan Mountain. Along with Jeongneunggol in Seongbuk-gu, Baeksamaeul in Nowon-gu, and Guryongmaeul in Gangnam-gu, it is known as one of Seoul’s last hillside neighborhoods. It became more famous as the filming location of the movie "Miracle in Cell No. 7" and when MBC announcer Kim Dae-ho introduced his home on a variety show. Since the development restriction zone was lifted in 2006, various development projects have been attempted but failed due to low profitability.


Ant Village will be redeveloped by integrating the adjacent Munhwa Village and the former Hongje 4 Redevelopment Planned Area. A Seoul city official said, "We plan to establish a rational land use plan for the entire area and provide administrative support to overcome the limitations of low profitability to ensure smooth project progress."

Sadang-dong 63-1 in Dongjak-gu has also joined the Rapid Integrated Planning. This area is a cluster of deteriorated and substandard buildings, with 83% of semi-basement houses and about 86% aging structures. There were difficulties in selecting it as a redevelopment candidate site due to overlapping zones with an ongoing local housing cooperative project. After consultations among the project stakeholders, the change in recruitment notification for the housing cooperative members was completed earlier this month, allowing the overlapping zones to be organized into separate district boundaries and selected as a Rapid Integrated Planning target site. The district plans to start the Rapid Integrated Planning and maintenance plan establishment service from the first half of next year.


According to the anti-speculation measures for redevelopment candidate sites, the rights assessment reference date for the newly selected areas will be designated as the "date of candidate site recommendation by the district mayor" or the "date separately requested by the district." Designations of land transaction permission zones and building permit restriction zones will also be announced through separate official notices.


Han Byung-yong, Director of the Housing Office at Seoul City, stated, "We will reflect the 2030 Urban and Residential Environment Maintenance Basic Plan and improve project feasibility through Rapid Integrated Planning to provide administrative support so that high-quality housing can be supplied quickly."
