President Yoon Suk-yeol held an emergency security meeting on the 18th to assess the security impact of North Korea dispatching combat troops to Russia.

The Presidential Office announced that on the afternoon of the same day, President Yoon presided over an "Emergency Security Meeting on North Korea's Dispatch of Combat Troops to Russia" at the Yongsan Presidential Office, attended by key officials from the National Security Office, Ministry of National Defense, and National Intelligence Service.

The meeting was convened to comprehensively review the security implications for South Korea arising from North Korea’s troop deployment to Russia and participation in the Ukraine war, and to discuss future response measures.

Attendees shared recent information on the movement of North Korean troops to Russia and their support for the war effort there.

They also agreed that the current situation, where close military cooperation between Russia and North Korea has gone beyond the movement of military supplies to actual troop deployment, poses a serious security threat not only to South Korea but also to the international community.

The participants decided not to overlook this situation and to respond by mobilizing all available means in cooperation with the international community.

The Presidential Office stated, "The government has been closely monitoring North Korea’s troop dispatch activities to Russia from the early stages in coordination with allied countries, and will continue to closely observe related developments and actively consider necessary measures."

Ukrainian President Volodymyr Zelenskyy claimed at a press conference following the EU summit in Brussels, Belgium, on the 17th (local time), that "North Korea is preparing approximately 10,000 troops to fight alongside Russia against Ukraine."

If North Korea’s participation in the Ukraine war becomes a reality, it is analyzed that this will not only provide experience in modern warfare but also serve as an opportunity to test weapon performance.

The New York Times (NYT) analyzed on the 16th that "If North Korea sends ground forces to Ukraine, it will be a war fought for the first time in decades, and officers will have the opportunity to gain experience in modern warfare, including the use of drones."
