On the 18th, the Korean Central News Agency reported that the day before, Chairman Kim visited the command of the 2nd Corps of the People's Army and stated that the demolition of the inter-Korean land routes on the Gyeongui and Donghae lines two days earlier did not simply mean a physical closure.

In the photo published in the report, Chairman Kim is seen pointing at something on a large map spread out on the desk. Although blurred, the word "Seoul" is identifiable at the top of the map, suggesting that the 2nd Corps discussed plans to attack Seoul in case of emergency. Behind Chairman Kim, a large TV screen displays a map of the Korean Peninsula, where a thick blue line is drawn in a location similar to the Demilitarized Zone (DMZ).

The news agency reported that on this day, Chairman Kim received a briefing on enemy movements from the corps commander at the command post, inspected the readiness of the subordinate brigades switched to combat alert status, and reviewed important documents containing military action plans.

Earlier, the General Staff of the People's Army claimed that a South Korean drone had infiltrated the airspace over Pyongyang, violating sovereignty, and on the 13th, ordered full firing readiness to artillery combined units near the border line and units assigned important firepower missions. At this meeting, Chairman Kim reiterated the argument that "strengthening nuclear deterrence" is important and justified, citing reasons such as the "change in the nature of the ROK-US alliance" and "aggressive military actions by the enemies." Here, the "change in the nature of the ROK-US alliance" refers to the claim that the military alliance between South Korea and the United States has taken on the character of a "nuclear alliance."
