Opposition Also Pursues 'Permanent Special Prosecutor Law' That Changed National Assembly Rules
The Democratic Party of Korea has proposed the 'Kim Gun-hee Special Prosecutor Act,' which contains 13 allegations against Kim Gun-hee, the wife of President Yoon Seok-yeol. The special prosecutor acts were passed once each during the 21st and 22nd National Assemblies, but were repeatedly discarded as the president exercised his veto power, preventing the reapproval quorum from being met. The newly submitted 'strengthened' special prosecutor act is the third bill of its kind.
On the morning of the 17th, Kim Yong-min, the Democratic Party's Deputy Floor Leader for Policy, submitted the Kim Gun-hee Special Prosecutor Act to the National Assembly's Legislative Affairs Office. Deputy Floor Leader Kim stated, "Since the last special prosecutor act was proposed, numerous allegations have emerged," adding, "We have compiled these allegations into 13 points and newly proposed the special prosecutor act." The submitted act includes existing allegations such as stock manipulation and receiving luxury bags, with additional wording like "the allegation case that illegal opinion polls and election fraud occurred during the 20th presidential election and primary process through Myung Tae-gyun."

After submitting the bill, Deputy Floor Leader Kim met with reporters and said, "We are working in parallel with the permanent special prosecutor act," and added, "The stock manipulation of Sambutogeon and the suspicion of pressure on drug investigations, which are subjects of investigation under the permanent special prosecutor act, are also included in this special prosecutor act." Regarding questions about 'responses to additional revelations by Mr. Myung,' he said, "Since election fraud or state affairs manipulation through Mr. Myung could be additionally included, if the additional allegations fall within the scope of the bill, it can be handled without a new special prosecutor act."
Floor Spokesperson Kang Yoo-jung said regarding the timing of the passage of this special prosecutor act, "Even if the president exercises his veto, the plan is to reapprove it within November."
