Selected as a 'National Happiness Civil Service Office' Certified Institution for the Second Consecutive Year in 2021
Outstanding Performance in 7 Indicators Across 4 Areas Including Night Civil Service Office, Vulnerable Group Support Counters, and Nursing/Maternal Restrooms
Yeongdeungpo-gu (District Mayor Choi Ho-kwon) announced that it has been selected as a re-certified institution in the 2024 National Happiness Civil Service Office certification review, following its selection as a new certified institution in 2021.
The "National Happiness Civil Service Office," hosted by the Ministry of the Interior and Safety, is a system that selects excellent institutions by comprehensively evaluating frequently visited civil service offices based on internal and external spaces, and civil service satisfaction. Once selected as an excellent institution, the status is maintained for three years.
The evaluation consists of a total of four areas and seven indicators: space (external, internal, safety environment), service operation (civil service processing status), and experience and satisfaction (space, service, civil service). The final certification decision is made through not only document review but also on-site inspections and experience evaluations using a "mystery shopping" method.
Among the 32 institutions nationwide that received re-certification this year, six are autonomous districts in Seoul, with Yeongdeungpo-gu proudly included. The district was selected as an excellent institution for the second consecutive time since 2021, maintaining the "National Happiness Civil Service Office" status until 2027.
The district operates a "Night Civil Service Office" every Tuesday from 6 PM to 8 PM to alleviate inconveniences for residents who find it difficult to visit during working hours. Additionally, to create a safe environment for both residents and public officials, measures such as "deployment of security guards," "formation of a malicious civil complaint management team and conducting mock drills," and "operation of a dedicated rest area for civil service officers" have been implemented.
Along with this, various services are provided by establishing facilities such as a "civil service waiting area," "spaces considerate of socially vulnerable groups," "foreign language consultation desks," "book cafes," and a "marriage registration photo zone" to enhance convenience for civil service users.
Furthermore, the district has made various efforts to create a convenient and safe civil service environment centered on the users. In particular, accessibility and convenience for vulnerable groups such as the elderly and disabled have been improved through measures including ▲operation of integrated counters for vulnerable groups ▲installation of wheelchair ramps ▲removal of door thresholds ▲braille guide blocks ▲braille maps ▲installation of help bells.
Choi Ho-kwon, Mayor of Yeongdeungpo-gu, stated, "This re-certification of the National Happiness Civil Service Office is a meaningful achievement recognizing the district’s efforts to create a convenient and safe civil service environment tailored to residents’ needs." He added, "We will continue to do our best to promptly identify the increasingly diverse civil service demands and provide services and environments that satisfy all citizens visiting the district office."
