Despite Voluntary Regulation Recommendations, Misuse for Juvenile Sex Crimes Persists
First 'Warning' Action Taken Against Information and Communication Service Provider
Broadcasting Review Committee to Regularly Check DC's Improvement Status
The Korea Communications Standards Commission held a communications review committee meeting on the 14th at the Broadcasting Hall in Mokdong, Yangcheon-gu, Seoul, and announced that it has decided to issue a "warning to the information and communications service provider" regarding DC Inside's 'Depression Gallery.'
This decision was made to point out issues such as the site being exploited as a channel for sexual crimes against minors due to insufficient child and adolescent protection measures by DC Inside, despite previous recommendations to strengthen self-regulation, and to urge the implementation of proactive measures going forward.
The Commission demanded that DC Inside ▲ subdivide categories to provide posts that help overcome depression and offer information consistent with the purpose of the board’s establishment ▲ implement effective measures such as restricting or distinguishing user age groups.
A "warning to the information and communications service provider" is a review decision that the Commission can make under the regulations on information and communications to create a proper usage environment. This is the first time such a decision has been made against an information and communications service provider.
The Commission stated, "We will regularly check whether child and adolescent protection measures on the 'Depression Gallery' are improved in the future and strictly review illegal information distributed on the site."
