Chairman Geum Gwang-yeon: "The Council Offers Sharp Criticism, the Executive Provides Realistic and Responsible Answers"
Hanam City Council is holding the 1st plenary session of the 335th extraordinary meeting on the 14th. The Hanam City Council in Gyeonggi Province (Chairman Geum Gwang-yeon) is expected to focus on the indoor installation and expansion project of the Dongseoul Substation and the K-Star World project during this year's administrative questioning session.
Recently, as Korea Electric Power Corporation filed an administrative appeal against Hanam City's refusal to expand the Dongseoul Substation, accountability issues have been raised, and strong criticism is anticipated. The K-Star World project, which Hanam City is promoting as a key initiative of the 8th elected administration, is also expected to be a major point of contention.
On the 14th, the Hanam City Council announced that it will hold the 1st plenary session of the 335th extraordinary meeting and deliberate and resolve a total of 22 agenda items, including administrative questions, ordinances, and funding proposals, over a five-day schedule until the 18th.
During the administrative questioning scheduled for the 14th and 15th, eight council members will directly question the Mayor of Hanam about the current status and future plans for the (tentatively named) Suseok Bridge construction, the 2023-2024 outdoor event safety management plan, the development and future plans of the park golf course, termination of the animal shelter consignment, structural issues within the organization and efficient personnel management methods, and the relocation of the comprehensive sports complex.
Additionally, they will focus on 12 major issues including Hanam City's personnel and recruitment, the current status of permits related to farmland reclamation in development-restricted zones, countermeasures and future plans for relocating the Dongseoul Substation, K-Star World, the status and problems of Hanam City's cultural and arts policy projects, and the maintenance project of Hakamcheon Stream and the construction of Hakam-ro.
Administrative questioning is one of the core powers of local councils, similar to government questioning in the National Assembly, where the executive branch of Hanam City is directly questioned by the council members, and responses are received.
This year, council members are making every effort to enhance the quality of their questions by not only raising issues but also proposing more progressive alternatives through policy inquiries and preparing PPT materials for accurate communication. It is also reported that some members are making thorough preparations with a primary focus on 'livelihood' issues.
Chairman Geum Gwang-yeon stated, "During this session's administrative questioning, the council will provide sharper critiques, and the city executive will offer realistic and responsible answers, making it a time to consider a better life for the citizens of Hanam."
He added, "Since the opening of the second half of the 9th council, as the first step of the Hanam City Council walking together with citizens, we have held meetings with heads of related organizations in each district since the 2nd, sharing local and district-specific issues and listening to vivid voices from the field such as civil complaints. We will humbly accept sound criticism and suggestions directed at the council and demonstrate them through active legislative activities, including enacting related ordinances and reflecting them in the administrative audit scheduled for November."
