Ulsan City Imposes KRW 10.7 Billion in Traffic Inducement Charges on 4,592 Cases

"Payment Required from 16th to 31st... Reduction Benefits When Encouraging Use of Public Transportation"

Ulsan City has imposed a traffic congestion charge of 10.7 billion KRW on 4,592 cases to improve traffic congestion near large-scale facilities.

The traffic congestion charge is a fee imposed on owners of facilities that cause traffic congestion, and is used for the expansion and improvement of transportation facilities, as well as funding for urban transportation-related projects.

The charge applies to individuals or corporations who own at least 160 square meters of facilities with a total floor area of 1,000 square meters or more (or over 3,000 square meters in eup or myeon areas), in accordance with the Urban Development Promotion Act, and is imposed annually.

The assessment period is from August 1 of last year to July 31 of this year, covering one year.

The breakdown of the imposed charges is as follows: Jung-gu 829 cases, 1.6 billion KRW; Nam-gu 2,205 cases, 5.3 billion KRW; Dong-gu 490 cases, 1.1 billion KRW; Buk-gu 819 cases, 2.4 billion KRW; Ulju-gun 249 cases, 300 million KRW.

Payments can be made by visiting financial institutions, using ATMs, virtual accounts, Wetax, Giro sites, etc. The payment period is from October 16 to 31.

However, to reduce traffic volume and encourage the use of public transportation, payers who own facilities with a total floor area of 1,000 square meters (over 3,000 square meters in eup or myeon areas) can receive a reduction of 5 to 30% if they implement a traffic reduction plan for one year, such as participating in a car-free day, operating commuter buses, or providing free parking.

In addition, if the facility is not in use or an officetel is used for residential purposes, or in the case of a change of ownership (upon application for prorated calculation), a reduction in the charge can be granted if a report and supporting documents are submitted within 10 days.

An Ulsan City official stated, "Due to chronic traffic congestion around large facilities, the inconvenience for citizens is increasing. The traffic congestion charge is imposed so that those responsible bear the cost, and if not paid, a penalty will be imposed. We urge you to pay within the deadline."
