Unpaid Fines Since Sorento Before Casper
Illegally Parked for 7 Hours Just Before Drunk Driving
It has been revealed that Moon Da-hye (41), the daughter of former President Moon Jae-in who caused a stir due to drunk driving, did not pay fines for the vehicle she used before being caught, resulting in the vehicle being seized. The mother and daughter were fined at least 11 times for two vehicles they owned.
According to the vehicle registration records of the Casper car that Da-hye was driving at the time of the drunk driving accident, the Jeju Western Police Station seized the vehicle on August 29 due to unpaid fines. Substitute seizure is a measure applied to a vehicle registered under the owner’s name when the owner still has a seizure or similar on another vehicle, and they purchase a new vehicle or own another vehicle. The ownership of the vehicle was transferred from former President Moon to Da-hye on April 8. This vehicle, owned by former President Moon, was fined for illegal parking in Seoul in June last year but the fine was unpaid. The actual driver at that time is unknown.
The seizure of the Casper vehicle was a continuation from the previously used Sorento vehicle. The 2010 Sorento was used by former President Moon since his time as the leader of the New Politics Alliance for Democracy, and its ownership was transferred to Da-hye in May 2022, then transferred back to former President Moon in April this year. Nine fines were unpaid for this vehicle alone, leading to seizure measures. However, it is unclear whether the seizure was actually enforced.
On the 5th, at around 2:51 a.m., Da-hye collided with a taxi while changing lanes in front of the Hamilton Hotel in Itaewon, Yongsan-gu, Seoul. The Yongsan Police Station is currently investigating Da-hye on charges of violating the Road Traffic Act (drunk driving). Police alcohol tests showed a blood alcohol concentration of 0.14%, which exceeds the license cancellation threshold (0.08% or higher). If the blood alcohol concentration is 0.08% or higher, the license is canceled on the grounds of driving under the influence. Additionally, the license is canceled if a person drives under the influence two or more times.
It was also revealed that Da-hye illegally parked the Casper car for about 7 hours just before the accident. On the 4th at 6:57 p.m., she parked the Casper on a side road in front of a new building construction site and returned to the car at 2:17 a.m. about 7 hours later. However, the Yongsan District Office, the enforcement agency, stated that there were no citizen reports about Da-hye’s illegally parked car at the time and no on-site enforcement was conducted, so there was no basis to impose a fine and therefore did not impose a fine.
