Residents of Boseong-eup Drastically Reduce Habitual Complaints
Odor Nuisance Resolved, Achieving Carbon Neutrality Effects
Boseong-gun, Jeollanam-do, has received favorable reviews from residents as habitual odor complaints have significantly decreased through mid- to long-term projects aimed at achieving ‘Zero Odor Complaints’ that began in 2019.
At one time, during the summer in Boseong-eup, odors were so severe that residents could not open their windows, causing inconvenience in daily life. However, due to the odor reduction efforts of related departments, the total number of odor complaints, which was 79 in 2020, decreased to 21 as of the end of August 2024.
In particular, in Boseong-eup, where odor complaints were frequent, the total number of odor cases dropped from 27 in 2020 to 7 in 2024, and excluding complaints related to livestock farms, there were zero other odor complaints, showing remarkable results.
A representative odor reduction case is the ‘Fine Dust Blocking Forest Creation Project’ promoted by the Forestry Industry Division. A 2.1 km fine dust forest path was created from the Usan Intersection in Boseong-eup, near the densely packed livestock farm area, to a long-distance intersection, which not only suppresses the inflow of odors but also serves as a walking course for residents’ health.
This project, aimed at the healthy body and mind of the residents, was recognized for its value and effectiveness and was selected as an excellent policy at the 2022 Jeollanam-do Active Administration Competition.
To reduce odors from livestock farms, which are the biggest cause of odor, the Agriculture and Livestock Division promoted a livestock odor improvement project and livestock manure treatment support project worth 1 billion KRW for 64 farms.
The Climate and Environment Division supported odor prevention facilities at 10 business sites, and the Agricultural Technology Center conducted free compost maturity inspections to prevent the application of unfermented compost to farmland, which causes odors.
Additionally, to reduce odors during the hot and humid summer, deodorizing agents were sprayed in areas expected to emit odors, and odor-emitting businesses were intensively guided and inspected.
Furthermore, to prevent odor generation in advance, private monitors were hired year-round to strengthen nighttime patrols of related business sites and respond promptly to odor occurrences, making every effort to provide an environment where residents can open their windows and live comfortably. As a result, the number of odor occurrences has decreased every year since 2020.
County Governor Kim Cheol-woo said, “We will devote ourselves to creating a clean Boseong so that residents can live in a pleasant environment where they can enjoy cool night air.” He added, “Related departments will cooperate to reduce odors and actively support solving environmental issues.”
