Three YouTubers Post Video Abusing Woman with Intellectual Disability
Disability Rights Advocacy Group Files Complaint with Cyber Crime Investigation Unit
Multiple reports have been received about videos showing abuse of individuals with intellectual disabilities, prompting a Seoul Metropolitan Government-affiliated agency to take action. This is the first time the agency has filed a complaint regarding 'online disability abuse content.'
On the 7th, NoCut News reported, "The Disability Rights Advocacy Agency plans to file a complaint with the Cyber Crime Investigation Division of the National Police Agency on the 7th, charging the individuals with violations including the Disability Welfare Act, quasi-fraud, public obscenity, defamation, and injury."
Earlier in April, YouTuber A posted a video showing a harsh act of secretly giving laxatives to a woman with an intellectual disability. The woman, who had eaten ramen, said "the taste is strange," but neither A nor the other participants appearing in the video took any action.
YouTuber B posted a video encouraging the woman to have sexual intercourse with a man in his 60s and to arrange an immediate meeting with the man via phone call. These videos recorded over 230,000 and 750,000 views respectively on Instagram. Additionally, it was confirmed that B posted videos in August on Instagram showing a woman crying with her head shaved and another video forcing her to eat food mixed with insects.
Mr. C is also reported to have sexually harassed and molested individuals with intellectual disabilities, forcibly made them appear on broadcasts, and exploited their labor. Furthermore, they mocked the disabled by referring to them as ‘bokji (welfare card recipients).’
The Disability Rights Advocacy Agency explained the reason for filing the complaint, stating, "We received 13 reports requesting investigation of these YouTubers, and after reviewing the content, abuse is suspected."
