"Customized Civil Service Worked"... Hanam-si Obtains First Certification for 'National Happiness Civil Service Office' Hanam City has been selected for the first time as a certified institution for the '2024 National Happiness Civil Service Office' designated by the Ministry of the Interior and Safety.

Gyeonggi Hanam City (Mayor Lee Hyun-jae) announced on the 4th that it has been selected as a certified institution for the ‘2024 National Happiness Civil Service Office’ designated by the Ministry of the Interior and Safety for the first time.


The Ministry of the Interior and Safety operates the National Happiness Civil Service Office certification system, which selects excellent civil service offices among public institutions such as local governments nationwide, metropolitan and provincial offices of education, and special local administrative agencies, and certifies them for three years.


This evaluation, led by the Ministry of the Interior and Safety, was conducted through a comprehensive assessment of 7 indicators and 25 items in four major areas: ▲space (internal and external environment, etc.), ▲service (civil service processing status), ▲experience (space and service experience), and ▲satisfaction (reflected in the 2024 comprehensive evaluation of civil service customer satisfaction survey).


Hanam City’s selection as a certified institution in the ‘2024 National Happiness Civil Service Office’ evaluation was decisively influenced by improvements in the civil service office’s facility environment and the establishment of a digital civil service environment, enhancing convenience for civil service users.


Previously, Hanam City improved the spatial arrangement and guidance information through civil service office environment improvement construction last year to enable efficient space layout, and equipped dedicated counters and assistive devices to help vulnerable groups such as the elderly.


This year, efforts were made to create a digital civil service environment by completing the application of a tablet PC civil service manual and a family relationship civil service form writing assistant (QR code), and a small library was operated within the civil service office using donated books to help civil service users pass waiting times without boredom.


Additionally, when complex civil service cases that are difficult to resolve are received, the team leader of the responsible department directly comes down to the civil service office to resolve the civil service user’s questions through the ‘Civil Service Processing Team Leader Responsibility Consultation System.’ To solve the ‘ping-pong civil service’ cases, where responsibility was unclear and departments passed the case back and forth, the responsible department is confirmed and civil service processing is supported through the operation of the ‘Civil Service Processing Promotion Team.’


Hanam City plans to continuously strive to improve convenience in the civil service office, such as establishing a queue waiting system linked with the website to alleviate waiting inconveniences even after being selected as a certified institution for the ‘2024 National Happiness Civil Service Office.’


Jung Hae-yoon, head of the Civil Service and Passport Division, said, “Being selected as a certified institution for the National Happiness Civil Service Office is an achievement recognized internally and externally for our efforts to create a convenient and safe civil service office environment from the perspective of civil service users.” He emphasized, “Hanam City will continue to develop civil service administration so that all citizens receive the best civil service.”


Meanwhile, Hanam City was awarded the Presidential Citation as the first place among 75 city-level basic local governments nationwide in the ‘2023 Comprehensive Evaluation of Civil Service.’
