Announcement of 'Improvement Plans for Education and Training at the Nongshikpum Gongmuwon Gyoyukwon'
The Ministry of Agriculture, Food and Rural Affairs is promoting a comprehensive reform of the civil servant education system, including the development and utilization of learning models that strengthen job-specific professional competencies necessary for achieving work performance.
The Ministry announced the 'Improvement Plan for the Education and Training of Agricultural and Food Civil Servants' containing these details on the 30th.
Song Nam-geun, Director of the Agricultural and Food Civil Servant Education Institute, explained, "Recently, due to digital transformation, generational shifts, and the climate crisis, the work environment related to agriculture, rural areas, and the food industry is rapidly changing. It is necessary for agricultural and food ministry civil servants to learn new knowledge and skills and develop professional competencies to respond to these changes. We have prepared an improvement plan to support agricultural and food ministry civil servants to grow into talents who can self-directedly learn and acquire job competencies in response to changes in the policy environment and technological advancements."
According to this plan, the institute will pursue three core strategies: ▲ moving away from inertial education to learning design and operation linked to work performance, ▲ providing highly effective learning techniques and learning environments, and ▲ strengthening the institute's learning infrastructure and support capabilities.
First, the curriculum will be designed to contribute to achieving work performance goals. A work performance-based learning design model will be developed in the second half of this year and applied to newly established curricula in 2025, with existing curricula also supplemented based on this model. With this approach, before designing a specific curriculum, the related policies or organizational work performance goals will be clearly understood, learning objectives will be specified, and the curriculum design, execution, and feedback?including target audience, content, methods, and timing?will be conducted accordingly.
Additionally, specific competencies linked to work performance will be analyzed and customized education will be implemented. Job skills will be datafied and utilized in line with the spread of personalized customized learning.
Providing highly effective learning techniques and learning environments will also be promoted. Education methods combining work and learning will be introduced and expanded. Various workflow learning cases will be analyzed to classify and organize applicable methods, curricula, and subjects (in the second half of this year), and phased implementation will follow.
Alongside this, an online learning platform will be introduced and e-learning utilizing information and communication technology will be significantly revamped. After reviewing private and public cases and consulting with related agencies of the learning platform (such as the Ministry of Personnel Management), the 'Agricultural and Food Learning Platform Introduction Plan' will be prepared in the second half of this year to introduce an online learning platform that performs self-directed learning, sharing of learning experiences, and accumulation and utilization of job skill data. Next year, existing e-learning curricula will also be reorganized to expand hybrid learning, flipped learning, etc., integrating simple knowledge delivery group lectures into e-learning.
Director Song said, "We have prepared this improvement plan so that the institute can properly fulfill its role in contributing to the competency enhancement and work performance creation of the Ministry of Agriculture, Food and Rural Affairs employees, who are our customers. Going forward, we will continuously apply and supplement new human resource development methodologies in line with environmental changes and technological advancements."
