Gyeonggi Province announced on the 30th that it will open complex cultural facilities and business centers for residents within this year in Dongducheon City and Pocheon City by linking the regional balanced development projects and the local extinction response fund projects, which were previously pursued separately.


Since 2015, the province has been promoting regional balanced development projects in six underdeveloped cities and counties (Gapyeong, Yangpyeong, Yeoncheon, Pocheon, Yeoju, Dongducheon) to improve the quality of life for residents.


To respond to the local extinction crisis led by the region, since 2022, the local extinction response fund has been supporting regional revitalization in population-declining and interest areas within the province (Yeoncheon County, Gapyeong County, Dongducheon City, Pocheon City).

This linked project promoted facility integration by creating related facilities in a single building through interdepartmental collaboration, achieving synergy effects such as reducing construction costs for overlapping spaces and facilities, and linking functions and programs.


The facilities scheduled to open this year are three locations: Dongducheon City’s Eoullim Center and Complex Cultural Community Center, and Pocheon City’s Business Center.


The Dongducheon City Eoullim Center (31 billion KRW), scheduled to open in October, is a five-story building with a swimming pool and an Ai Sarang Playground, developed through the regional balanced development project. Among these, the Childcare Comprehensive Support Center located on the third floor was carried out with the local extinction response fund (900 million KRW). Through this, Dongducheon City, the only one among the 31 cities and counties in Gyeonggi Province without a Childcare Comprehensive Support Center, will have a center equipped with sports facilities.


The Dongducheon City Complex Cultural Community Center (31.6 billion KRW), scheduled to open in November, is a seven-story building with a living culture center and a performance hall developed through the regional balanced development project. A youth-specialized library on the 4th to 6th floors will be installed through the local extinction response fund (1.6 billion KRW).

The Pocheon City Business Center (24.6 billion KRW), scheduled to open in October, is a four-story building with a convention hall, seminar rooms, and meeting rooms developed through the regional balanced development project. A foreign resident support center will be installed on the 4th floor through the local extinction response fund (3.5 billion KRW).


Gyeonggi Province plans to invest 24 billion KRW in urban regeneration projects and 4 billion KRW from the local extinction response fund from 2024 to 2027 to revitalize the declining area near Jeongok Station by linking the Yeoncheon County urban regeneration project and the local extinction response fund project.


Yoon Seong-jin, Director of the Gyeonggi Province Balanced Development Planning Office, said, “Through the Northern Gyeonggi Grand Development meeting, we will increase investment efficiency by linking underdeveloped regional projects and continuously discover and promote projects suited to local conditions.” He added, “We will avoid sporadic and small-scale projects and link related projects to maximize their effects.”
