Yangcheon-gu, Seoul (Mayor Lee Gi-jae) announced on the 29th that it has embarked on an ‘organizational culture innovation’ to create an honest and happy workplace through a mutually respectful and horizontal organizational culture.


Along with a fundamental review of the overall organizational culture, including the vertical and rigid public service atmosphere and excessive workload, the plan is to implement an honest organizational culture that employees can actually feel.


On the 26th, the district held a ‘Clean Talk Concert with the Mayor,’ where about 150 new public officials and MZ generation employees in their 20s and 30s with less than five years of service attended. The event included ▲a clean Pansori performance ▲a pledge performance to practice an honest organizational culture ▲and a conversation time with the mayor.


During the ‘Conversation with the Mayor,’ real-time electronic voting was conducted on the topics of ‘organizational culture improvement’ and ‘intergenerational conflict,’ leading to honest and vivid discussions between employees and the mayor.


Regarding the question, “Moments when you think, ‘Did I become a public official for this? I want to quit being a public official,’” the most common answer (60%) was ‘when suffering from malicious civil complaints,’ and for “What is important to resolve intergenerational conflicts,” ‘a mutually respectful and considerate organizational atmosphere’ (63%) was selected as the key point.


Also, for “The permissible scope of personal errands by superiors,” ‘impossible’ (75%) was the majority response, and for “If you are about to leave work but everyone else is still working,” the most common opinion (50%) was ‘I leave because it is quitting time.’


Regarding this, Mayor Lee Gi-jae said, “I fully empathize with the difficulties employees face due to malicious complaints, low treatment, and unfairness such as work orders outside working hours,” adding, “We will continuously strengthen communication to create a public service culture that can change and develop.”


Meanwhile, the district has established and is operating ‘10 major promotion tasks’ with the goal of becoming a ‘trusted and honest advanced district.’ Detailed action tasks include rooting out authoritative and unreasonable practices such as ▲‘No giving or receiving gifts’ among employees ▲eliminating the practice of visiting departments after personnel appointments ▲eliminating the practice of giving flowerpot gifts upon promotion or transfer ▲not distributing gifts after training or trips, and emphasizing practices such as ▲establishing a culture of leaving work on time ▲practicing free use of vacation ▲autonomous dining culture ▲and using language based on mutual respect and consideration.


The district plans to present detailed behavioral guidelines through campaigns and education to establish the new organizational culture and continuously monitor the implementation status.


Mayor Lee Gi-jae added, “Entrenched customs can hinder communication between generations and become obstacles to creating a flexible organizational culture that fits the flow of the times,” and “We will make further efforts to correct unreasonable practices and operate a healthy institution based on mutual respect.”
