Goyang Talent Education Center Builds Dock by Han River... 'Waterfront Tourism Development' Goyang Special City is holding an interim report meeting on the "Haengju Naru Basic Plan and Feasibility Study Service" on the 26th to promote the development of Haengju Naru.

Goyang Special City, Gyeonggi Province (Mayor Lee Dong-hwan) announced on the 26th that it held a mid-term report meeting for the "Haengju Naru Basic Plan and Feasibility Study" to promote the development of Haengju Naru.


The report meeting held at the Goyang Talent Education Center Conference Hall was attended by Mayor Lee Dong-hwan, Deputy Mayor Lee Jeong-hwa, as well as representatives from the Goyang Research Institute, Goyang Urban Management Corporation, Goyang Fire Station, and Goyang Police Station. The Seoul Metropolitan Government’s Future Han River Headquarters, which is preparing to operate the Han River bus, also participated.


At this mid-term report meeting, the city presented the Haengju Naru specialization plan, which includes Goyang’s basic plan for the Han River to expand water leisure culture and the plan to create a complex waterfront space.


The specialization plan includes the construction of a pier for docking vessels and convenience facilities for citizens along the Han River at the site of the former Haengju Naru, located by the Han River at the Goyang Talent Education Center.


If the pier and auxiliary facilities are constructed, it is expected that various convenience facilities such as stores and cafes, similar to those along the Seoul Han River section, will be accessible from the water. The city plans to complete the pier construction by 2027 and, in the long term, develop it into an urban-type complex marina capable of mooring water leisure vessels such as yachts, making the Haengju Naru area a representative waterfront tourist destination of the city.


Meanwhile, if a pier is constructed at Haengju Naru, the fire rescue dispatch system capable of responding to water accidents in the Haengju area will also be improved. The area around Haengju Bridge has only shallow water and muddy riverbed conditions, and there has been no proper pier, causing fire rescue personnel to detour to the nearby Nanji Pier in Seoul. With the construction of the pier, rescue vessels will be able to dock at Haengju Naru, enabling faster response in case of water accidents.


A city official stated, “We will actively review the contents presented at this mid-term report meeting and the opinions of related organizations to finalize an effective basic plan through the final report meeting and other processes. We plan to proceed smoothly with the basic and detailed design stages for the Haengju Naru pier construction project in the first half of next year.”


Mayor Lee Dong-hwan of Goyang Special City said, “Our city’s Han River, located downstream, has abundant waterfront resources such as Haengju Fortress, Haengju-Daedeok Han River Park, and Janghang Wetland, designated as a Ramsar wetland.” He added, “We will develop Haengju Naru as a water hub in the Han River estuary, which has been relatively underdeveloped, to complete a waterfront space connecting Seoul and Gimpo through the Goyang Han River.”


This is interpreted as a strong policy intention to actively develop Haengju Naru as a waterfront hub, keeping in mind the extension of the Han River bus route currently underway by Seoul. Meanwhile, Seoul plans to start a pilot operation of the Han River bus in October, with official operation scheduled for March 2025, and plans to gradually expand piers to surrounding areas such as Gimpo City after 2025.


If the Han River bus route is extended to Goyang City, it is expected to have a significant effect on attracting tourists not only for citizens commuting via the Han River but also to tourist sites such as the historical park within Haengju Fortress and the Haengju food culture street located along the Han River. In particular, the fact that many tourists visit the Haengju Fortress area on weekends and holidays is also noteworthy.


Meanwhile, Goyang City has announced a core policy of the 8th local government administration to develop Haengju Fortress Historical Park, Haengju Hanok Village, and the Haengju Naru project into a world-class tourist destination through complex development. The plan is to develop the Haengju Fortress area, a major tourist site visited by about 300,000 people annually, not just as a park but as a representative tourist destination in Korea where waterfront, nature, and history harmonize. If the Haengju Naru pier and mooring facilities are constructed, it is expected to enable the creation of a three-dimensional tourist facility connecting the historical park with the waterfront space.
