Lee Dalhee, a proportional representative of the People Power Party, emphasized the seriousness of illegal filming crimes and urged the establishment of comprehensive countermeasures at the pan-governmental level.
On the 26th, Representative Lee announced that, according to data submitted by the National Police Agency and analyzed by her office, the number of illegal filming crimes using cameras and other devices has reached an annual average of 6,000 cases from 2019 to 2023.
In the past five years, the total number of illegal filming crimes detected by the police reached 29,073 cases, with 5,762 cases in 2019, 5,032 in 2020, 6,212 in 2021, 6,865 in 2022, and 5,202 in 2023.
Illegal filming is a serious sexual crime, and those who record someone against their will may be sentenced to up to seven years in prison or fined up to 5 million won under Article 14, Paragraph 1 of the Act on Special Cases Concerning the Punishment of Sexual Crimes.
Recently, there have been cases where illegal filming materials of acquaintances have been exploited as deepfake digital sex crimes. In response, the government has formed a pan-governmental task force, including the Ministry of Science and ICT, the Ministry of Justice, and the National Police Agency.
Representative Lee stated, "These figures show that illegal filming crimes remain a serious issue in our society," and added, "As illegal filming sex crimes continue to increase, comprehensive countermeasures at the pan-governmental level are urgently needed to eradicate them."
She further said, "Recently, illegal filming is increasingly being used not only as a simple sex crime but also in the production of deepfake fake videos, raising the possibility of additional harm," and urged, "The police should thoroughly investigate, keeping open the possibility of additional offenses related to illegal filming crimes."
Lee Dalhee also expressed her strong determination, saying, "I will not overlook the seriousness of illegal filming crimes," and, "I will do everything possible to protect the safety of the people from illegal filming."
