781 Unauthorized Vehicle Access Points Investigated, Including All Unlicensed Entry/Exit Roads
On-Site Inspection of Road Occupancy Permits and Management Appropriateness

Geumcheon-gu (Mayor Yu Seong-hoon) announced that starting this month, it will conduct a comprehensive survey on the status of road occupancy permits and management appropriateness for vehicle access roads crossing sidewalks and unauthorized access roads.


Vehicle access roads crossing sidewalks are facilities modified by cutting across part of the sidewalk to allow vehicles to enter and exit specific locations outside the road. Those who wish to use vehicle access roads must obtain a road occupancy permit from the district office and are responsible for managing the access road during the usage period.


If the access road is damaged due to vehicle traffic, the permit holder must restore it; however, this has not been properly enforced, resulting in continuous complaints regarding vehicle access roads.


The district will conduct on-site inspections of 781 vehicle access roads crossing sidewalks that have received road occupancy permits. The investigation will be based on a checklist consisting of 12 items, including sidewalk damage, compliance with permitted area and duration, changes in ownership, and unauthorized storage of materials.

If the vehicle access road is found to be damaged during the investigation, the permit holder will be ordered to restore it to its original condition.


Additionally, those who occupy access roads without permission or exceed the permitted area will be subject to penalties such as fines and will be administratively guided to obtain permits and use the access roads properly.


In cases where ownership has changed or the permit period has expired, notifications for rights and obligations succession reports or extension applications will be provided, and necessary administrative measures such as restoration orders will be taken.


Yu Seong-hoon, Mayor of Geumcheon-gu, stated, “We will strive to create a safe and pleasant walking environment through a comprehensive survey of vehicle access roads,” and added, “We will work hard to prevent unauthorized road occupancy to ensure road management and resident safety.”
