The ‘Eoullim Center,’ a key facility of the urban regeneration project in Hwanggye-dong, Hwaseong-si, Gyeonggi-do, will break ground in September.


The Hwaseong Hwanggye Urban Regeneration Project, selected in 2018 by the Ministry of Land, Infrastructure and Transport, is implementing various initiatives according to the urban regeneration activation plan, including ▲establishment of the Eoullim Center ▲alleyway-linked home repairs ▲creation of a safe village ▲development of Jeongjo the Great’s royal procession road ▲reservoir environment maintenance ▲operation of a hearing loss treatment program.


The Hwanggye-dong area is adjacent to Suwon Combat Airfield, causing residents to continuously relocate due to fighter jet noise and property rights restrictions from the military facility protection zone. As a result, infrastructure has aged and the residential environment has deteriorated further. Therefore, this area requires measures to improve the living environment, such as support for resident welfare and convenience facilities.


The Eoullim Center will be constructed at 159-3 Hwanggye-dong, Hwaseong-si, with one basement floor and two above-ground floors, covering a total floor area of 1,144.25㎡. The center will house various community spaces for local residents, including cultural classrooms, experience workshops, seminar rooms, and exhibition halls. Additionally, a new senior citizens’ center will be built, and the site of the existing old senior center will be repurposed as a small park.


Gyeonggi-do expects that once the Eoullim Center is completed in December 2025, exchanges among local residents will become more active, strengthening the village community’s capabilities and revitalizing the declining neighborhood.


Seo Sang-gyu, head of the Gyeonggi-do Regeneration Management Team, stated, "Hwanggye-dong is an area suffering greatly from noise caused by Suwon Combat Airfield. Through this urban regeneration project, we will actively strive to provide residents with a better living environment and improved convenience."
