"Educational Justification"... Controversy Over 'Breast Pump Video' in Japan

Exposure of upper body including toplessness in breast pump usage video
Abuse of YouTube rules... also誘導 to adult site visits

Recently in Japan, videos demonstrating the use of "electric breast pumps (milk extractors)" have become a subject of controversy. Although the videos are intended to educate viewers on how to use breast pumps, scenes showing women exposing their bodies without any censorship have sparked debate. Local media such as Fuji TV reported on the 20th (local time) that such content is spreading on YouTube and Japanese social networking services (SNS).

These media outlets pointed out that the women appearing in the videos expose their bodies by removing their tops while demonstrating how to use the breast pumps, yet the videos are classified as being for "educational purposes."

YouTube prohibits content posted for sexual gratification. However, it states that "sexual content may be allowed if it is primarily for educational, documentary, scientific, or artistic purposes and is necessary in context."

However, some of these videos include URLs to adult content websites in their descriptions or elsewhere. These are promotional contents intended to direct viewers to visit those sites.

Fuji TV stated, "Several videos have recorded over 2 million views within about one month after posting." It is also known that some videos have reached up to 6 million views.

Attorney Hiroshi Mizokami said, "It seems that some unscrupulous operators are targeting minors such as elementary and middle school students who can also watch these videos." Experts related to this issue believe that the video posters are cleverly exploiting YouTube's regulations to evade restrictions. Therefore, it is expected to be difficult to completely delete or block these videos.

Some companies have also come forward complaining about damages caused by their products being used in such inappropriate videos. One breast pump manufacturer lamented, "We report these videos to YouTube, but even if they are deleted, new videos keep being uploaded," and expressed a hope that such inappropriate video postings would stop.
