Reviewing charges of property damage and violation of Animal Protection Act
The owner of a dog who did not take any special measures despite their pet injuring a stray cat has reportedly been investigated by the police.
On the 20th, 'Yonhap News' reported that the Seongnam Sujeong Police Station in Gyeonggi received a 112 report around 6 a.m. on the 11th from Mr. A, a representative of a business in Geumto-dong, Sujeong-gu, Seongnam City, stating, "A stray cat that had been cared for for about five years was bitten to death by a dog taken out for a walk by its owner."
According to the closed-circuit television (CCTV) footage of the incident, two dogs resembling Jindo dogs approached the business premises without leashes and attacked the cat.
Another dog, held on a leash by a man presumed to be the owner, also joined in and bit the cat to death. Although the deceased cat was a stray without an owner, Mr. A had been caring for it for several years by providing a resting place and food at a corner of the business premises.
After discovering the cat's body, Mr. A reported it to the police, who confirmed the identity of the dog owner, Mr. B, by reviewing the CCTV footage. The police are considering applying charges of property damage and violations of the Animal Protection Act against Mr. B.
The police stated that although the deceased cat was a stray, since Mr. A had cared for it for a long time, charges of property damage could be considered. They also believe that charges for violating the Animal Protection Act could be applied for neglecting the dogs, which led to the cat being attacked.
However, no investigation has yet been conducted on the dog owner, Mr. B, and it has not been determined whether Mr. B is the owner of all three dogs that attacked the cat or whether he had the capacity to restrain the dogs. The police plan to summon Mr. B soon to investigate the detailed circumstances of the incident.
