'Unlicensed Electric Scooter' Lingard Fined 190,000 Won

Investigation with Passenger and Police on the 18th
Charges of Unlicensed Driving and Wrong-Way Driving

Jesse Lingard, a professional soccer player for FC Seoul, who was riding an electric scooter without a license, appeared before the police, was investigated, and was fined.


According to the police on the 19th, Lingard appeared at the Gangnam Police Station in Seoul the previous day and gave a statement regarding his electric scooter operation.

Based on Lingard's statement and other evidence, the police applied charges of unlicensed driving, not wearing a helmet, exceeding passenger capacity, and riding against traffic, issuing a total fine of 190,000 won.


Earlier, Lingard was suspected of riding an electric scooter without a license around 10:20 p.m. on the 16th in Apgujeong-dong, Gangnam-gu, Seoul.


The police began an internal investigation after seeing Lingard post a video of himself riding the electric scooter on his social media (SNS). Through the video, the police confirmed that there was a passenger on the scooter and that Lingard was riding against traffic, and they also issued a fine to the passenger.


The police also looked into whether Lingard was driving under the influence, but since time had passed since the day he rode the scooter, it is known that punishment for this is practically difficult.


After the controversy arose, Lingard expressed his position on SNS on the 17th, saying, "I rode an electric scooter briefly. I did not know about the regulation requiring helmet use. Also, I was unaware that only licensed drivers are allowed to ride."
