Full Criminal Procedure Digitization Expected from June Next Year
The next-generation Criminal Justice Information System (KICS) for the complete digitization of criminal justice procedures was launched on the 19th. This system supports efficient investigations using artificial intelligence (AI) technology and allows parties involved in cases to easily check the status of investigations.
The Ministry of Justice, the Supreme Prosecutors' Office, the National Police Agency, and the Korea Coast Guard, which are responsible for criminal justice, announced that after starting the development of the next-generation KICS in December 2021 and undergoing a 33-month development process, the system was launched on this day. Accordingly, citizens can check the progress information of their ongoing cases at all investigative agencies through the next-generation Criminal Justice Portal with just identity verification. Even if the responsible agency changes, such as from prosecution to police, the updated case number can be confirmed.
A Crime Victim Support Portal has also been newly established, allowing all crime victims to view their ongoing cases at investigative agencies with only identity verification. They can also receive guidance on support programs and institutions according to the type of victimization.
Remote and non-face-to-face investigations have also become possible. If a person is a witness, they can undergo remote video investigations without appearing in person at the investigative agency, using their personal smartphone or PC from their location.
In addition, the next-generation KICS has introduced AI-based intelligent case processing support functions. The Ministry of Justice and others expect that this feature will analyze crime facts, key keywords, and charge information to provide information such as reports, decisions, and judgments of similar cases, thereby enhancing the speed and efficiency of case processing.
However, the complete digitization of criminal procedures is expected to be completed around June next year, as the court’s criminal electronic litigation system has not yet been established. The Ministry of Justice stated, “Each agency will do its best to operate KICS stably and provide easy and convenient criminal justice services to the public.”
