Boldly Cut Unnecessary Budgets Through Selection and Concentration
Intensive Supplementary Budget Review with Sufficient Funding for Necessary Projects
Hanam City Council held the 2nd plenary session of the 334th extraordinary meeting on the 12th, concluding the 11-day session. The Hanam City Council in Gyeonggi Province (Chairman Geum Gwang-yeon) has completed a rigorous supplementary budget review by boldly cutting unnecessary expenses through selection and concentration, ensuring sufficient budget allocation for essential projects.
On the 12th, the council held the 2nd plenary session of the 334th extraordinary meeting and reviewed the 3rd supplementary budget proposal totaling 1.0891 trillion KRW (978.5 billion KRW in the general account and 110.5 billion KRW in the special account), which was increased by 46.1 billion KRW compared to the original budget, ultimately cutting 351 million KRW.
According to the Budget and Accounts Special Committee (Chairman Kang Seong-sam), the major cuts included △36 million KRW for lifelong education and eco-friendly school meal support projects △50 million KRW for the establishment and revision of the Hanam district unit plan by the Urban Policy Division △65 million KRW for disaster prevention materials by the Road Management Division △200 million KRW for the construction of a loess walking trail by the Parks and Greenery Division.
Chairman Kang Seong-sam explained in the review report, “As a result of reviewing the 3rd supplementary budget proposal, the general account revenue budget was confirmed as originally submitted by the executive branch,” adding, “The eco-friendly school meal support project was cut because it provides dinner during high school night self-study sessions, raising fairness issues with students who do not attend night self-study, unclear demand surveys for target students, and concerns about meal accidents due to bringing in external food such as lunch boxes.”
Chairman Kang continued, “Among the budget proposals, there were some budgets, including entrusted project costs, which are essential but were not fully reflected in the main budget and were instead included in the supplementary budget, causing instability in project implementation,” emphasizing, “For the 2025 main budget, please ensure that essential budgets such as entrusted project costs are fully included in the main budget to facilitate smooth project execution.”
The council held the 334th extraordinary meeting for 11 days from the 2nd, deliberating and resolving 23 agenda items including the ‘2024 3rd Supplementary General and Special Account Revenue and Expenditure Budget Proposal,’ ‘Petition regarding the expansion of the bridge sidewalk on the school route of Sinwoo Elementary School (Gam-il High School Intersection),’ ‘Ordinance on Support for Prevention of Electric Communication Financial Fraud in Hanam City,’ and ‘Hanam City Hanok Support Ordinance.’
Chairman Geum Gwang-yeon said, “I would like to express my gratitude to my fellow council members who did their best in each standing committee and the Budget and Accounts Special Committee during the 11-day session, as well as to the related public officials who actively cooperated in agenda review and session management.”
He added, “While an administrative investigation is currently underway regarding the indoor installation and expansion project of the East Seoul Substation, as the council is conducting the investigation as the representative body of Hanam citizens, I once again urge the executive branch to actively cooperate by submitting and disclosing materials so that the citizens’ concerns and questions can be thoroughly resolved.”
