Selected as one of 7 Outstanding Local Governments Among 243 Nationwide
Case Presentation and Award Ceremony to be Held at Government Sejong Complex on September 25 at 14:00
Geumcheon-gu (Mayor Yu Seong-hoon) announced that it has been selected as an "Excellent Institution" in the "2024 First Half Local Government Proactive Administration Performance Inspection" hosted by the Ministry of the Interior and Safety.
The "Proactive Administration Performance Inspection" has been conducted annually since 2021 as a mid-term check to secure the implementation capability of proactive administration in 243 local governments nationwide.
For this performance inspection, an evaluation team including external experts selected the top 20 local governments in the first quantitative evaluation, then conducted a second qualitative evaluation to finally select 7 excellent local governments.
Geumcheon-gu received high evaluations for tangible achievements that residents can feel, such as ▲ selecting outstanding public officials and providing incentives through the operation of the Proactive Administration Committee ▲ cases of resolving restrictions on exercising individual property rights through pre-consultation ▲ excellent cases such as signing the first agreement in Seoul for the sale of recycled large-sized household waste wood.
In particular, a case where a landowner tried to build a structure on the ground site of urban planning facilities (railroad) but could not obtain development activity permission due to a legal gap was positively evaluated as it was resolved through the pre-consultation system.
A proactive administration case was recognized as excellent for concluding an agreement to sell waste wood, which was previously handled for a fee, to recycling companies through the proactive market environment survey conducted by the person in charge. Compared to the previous disposal method, the district saved 103 million KRW in budget, secured tax revenue, and reduced 4,000 tons of carbon emissions.
The award ceremony is scheduled to be held at the nationwide city and province proactive administration officers meeting on September 25.
Yu Seong-hoon, Mayor of Geumcheon-gu, said, "This selection as an excellent institution in proactive administration by the Ministry of the Interior and Safety is the result of Geumcheon-gu public officials carrying out proactive administration centered on residents," adding, "We will continue to promote policies that residents can feel and empathize with."
Meanwhile, pre-consultation is a system where, in cases where laws or guidelines are unclear or there are no precedents causing hesitation in proactive administration, opinions are sought from audit organizations, which review and provide feedback.
