Delivery Platform-Merchant Win-Win Council Holds 4th Meeting

The various costs borne by vendors on delivery platforms due to platform usage were found to be about 24% of the sales generated through the platform.


On the afternoon of the 10th, at the 4th meeting of the Delivery Platform-Vendor Win-Win Council, the vendor side argued that it is necessary to ease the burden of fees and stated this. The vendor side, including the Small Business Federation, Korea Food Service Industry Association, National Franchisee Council, and Korea Food Service Central Association, investigated the costs borne by vendors when using delivery platforms during the month of July, such as brokerage fees, payment fees, delivery fees, and advertising expenses. A total of 293 vendors participated in the survey.

The Win-Win Council decided to continue discussing reasonable measures to ease the burden of fees focusing on the burden level of these vendors. The government has comprehensively reflected the demands of the vendors and announced support plans for public delivery apps and delivery/courier fees in 2025. To promote public delivery apps with low commission rates such as Ttaenggyeoyo (brokerage fee rate 0~2%), it will support promotional expenses, and to alleviate the management burden of small business owners caused by recent delivery and courier costs, it will provide support for delivery and courier fees up to 300,000 KRW annually for small businesses in all industries.


At this 4th meeting, opinions were heard among the members of the Win-Win Council regarding the fee burden relief measures proposed by the vendors and the financial support plans presented by the government, and discussions were held on desirable improvement directions. In the upcoming 5th and 6th meetings, specific win-win measures will be prepared by topic based on the comprehensive opinions gathered so far. Priority will be given to voluntary agreements between delivery platforms and vendors, and for issues where agreement is difficult, public interest commissioners will propose mediation plans to facilitate discussions. The government plans to actively support the smooth operation of the Win-Win Council to produce desirable results by the end of October.
