September 14-18, Comprehensive Situation Room Operated to Fully Prepare for Emergencies
Changwon Special City in Gyeongnam Province will implement a 'Comprehensive Chuseok Holiday Plan' from the 9th to the 18th in preparation for Chuseok, the nation's traditional holiday.
The comprehensive plan covers citizen safety, resident convenience, price stabilization, community sharing, and the establishment of public office discipline.
First, the city will strengthen the social safety net to ensure that both returning visitors and citizens can enjoy a safe holiday in Changwon. In response to the recent spread of COVID-19, the city will thoroughly implement preventive measures such as disinfection and promotion of personal hygiene guidelines, and conduct real-time monitoring through an emergency response team during the holiday period.
In particular, since September, which includes the Chuseok holiday, is the peak season for typhoons, the city will establish a step-by-step response system and operate a 24-hour disaster safety situation room to prioritize citizen safety.
Following the recent fire at the fruit and vegetable market, the city will strengthen safety inspections at traditional markets, proactively eliminate fire hazards, and take all possible measures to prevent various safety accidents, including fire suppression.
In addition, to support uninterrupted business activities at the fruit and vegetable market during the holiday rush, the city will deploy cleaning equipment and personnel to the affected areas to carry out environmental maintenance and set up temporary business sites by installing screens and other facilities.
For resident convenience, the city will provide seamless public services. To ensure a clean and pleasant holiday, regular garbage (volume-based and food waste) collection will take place as usual on the 14th and 16th, while collection will be suspended on Sunday the 15th and from the 17th to the 18th, the Chuseok holiday, due to staff holidays.
To accommodate visitors to memorial facilities during the holiday, the city has also prepared an 'Operation Plan for Memorial Facilities.' During the Chuseok holiday, the municipal columbarium at Sangbok Park (Halls 1, 2, and the outdoor columbarium), Masan Eternal Life Center, and Jinhae Cheonja Center will extend their operating hours by two hours, from 7:30 a.m. to 6:30 p.m. Temporary buses (Changwon Municipal Sangbok Park - No. 996, Changwon Cemetery No. 995 and 995-1) will also be operated for Sangbok Park and Changwon Cemetery.
The city will operate a comprehensive situation room during the Chuseok holiday to resolve any resident inconveniences that may arise during the holiday period.
To this end, the city will also implement price stabilization measures to ease the burden on citizens' shopping baskets. From the 2nd to the 13th, a special price stabilization management period will be designated, during which the city will monitor for unfair pricing and weighing practices of holiday essentials.
In addition, the city will increase both the discount rate and purchase limit for Onnuri gift certificates, and issue 15 billion KRW worth of Changwon Love Gift Certificates (Nubijeon) to stimulate consumption in traditional markets.
The city will also look after vulnerable groups who may be neglected during the Chuseok holiday. To spread warmth in the local community, the city will deliver consolation gifts to 1,233 social welfare facilities and consolation money to 46,009 low-income and marginalized individuals.
Furthermore, from August 28 to the 13th, the city will operate a window for reporting unpaid wages, provide guidance on livelihood support systems, and conduct on-site supervision to prevent wage and subcontract payment delays for construction workers.
To prevent any relaxation of work discipline during the festive season, the city will conduct preemptive activities to prevent violations of the code of conduct. As this is a period vulnerable to corruption, the city will reinforce work discipline among public officials through integrity education and internal audits to prevent incidents such as bribery or entertainment.
Hong Nam-pyo, Mayor of Changwon Special City, stated, "We will thoroughly prepare to ensure there are no gaps in administrative services during the Chuseok holiday and do our utmost to implement the comprehensive plan so that both Changwon citizens and returning visitors can enjoy a secure and bountiful holiday."
