Public Procurement Service Includes 'Large-scale Construction Projects' in Review of Construction Period Appropriateness

The Public Procurement Service announced on the 2nd that from this month, large-scale construction projects with a total project cost of 20 billion KRW or more (projects subject to total project cost management) will be included in the 'Construction Period Appropriateness Review' service.


The Construction Period Appropriateness Review is a service where experts with over 10 years of field experience in areas such as progress management comprehensively review design documents by examining the main construction sequence, calculating the number of days when work is impossible for each construction type, and calculating the construction days reflecting work efficiency, and then propose an appropriate construction period to the requesting agency.


This service has been operated exclusively by the Public Procurement Service among government agencies since 2020.


However, until now, the service was only supported for the Public Procurement Service's customized services. The customized service refers to acting on behalf of agencies that face difficulties in project implementation due to lack of experience in facility construction or lack of professional personnel, handling the entire or part of the construction project process.


The expansion of the Construction Period Appropriateness Review target was decided to proactively address issues such as deterioration of construction quality, occurrence of safety accidents, and disputes over liquidated damages caused by inappropriate construction period estimation, aiming to secure construction quality and facilitate smooth contract management.


Lim Gi-geun, Administrator of the Public Procurement Service, said, "Securing an appropriate construction period is a crucial factor directly related to the quality and safety of construction work," and added, "The Public Procurement Service plans to continuously expand the Construction Period Appropriateness Review service to support requesting agencies that have difficulty calculating construction periods due to lack of professional personnel and experience."


Meanwhile, the Public Procurement Service has increased the number of Construction Period Appropriateness Reviews from 11 cases in 2020, 17 cases in 2021, 30 cases in 2022, to 33 cases in 2023.
