A complex in an aging apartment complex in Yongin-si, Gyeonggi-do has become the first to receive approval for a remodeling plan.
On the 30th, Yongin City announced that it had approved the housing construction project plans submitted by two remodeling housing cooperatives within Suji District 1: Bowon Apartment at 692 Pungdeokcheon-dong and Choip Village (Donga, Samik, Punglim) Apartments at 664 Pungdeokcheon-dong. The remodeling approvals for these two complexes are the first cases in the Yongin area.

Remodeling refers to major repairs or expansions carried out to suppress the aging of buildings and improve their functions under the Housing Act. Previously, Choip Village Apartments received remodeling cooperative establishment approval in 2019, and Bowon Apartment in 2020. Last year, they underwent safety inspections, traffic impact assessments, and environmental impact assessments. Subsequently, after passing reviews by the Urban Planning Committee and the Architecture Committee, they have now received project plan approval.
A city official explained, "Before the Architecture Committee meetings, we supported smooth project progress by providing pre-consultations through a remodeling expert advisory system to meet the necessary review requirements."
Bowon Apartment, completed in December 1994, is a mid-rise apartment complex consisting of five buildings with 619 households, ranging from one basement floor to 13-15 floors above ground. It is composed entirely of a single housing type with an exclusive area of 59㎡. According to the approved project plan, this apartment will be transformed through horizontal and separate building remodeling into six buildings with four basement floors and 15-20 floors above ground, totaling 698 households. The apartments will be built in sizes of ▲67㎡ with 373 households ▲70㎡ with 58 households ▲72㎡ with 188 households ▲84㎡ with 79 households.
Choip Village, completed around the same time, is a large complex with 1,620 households, consisting of one basement floor and 14-15 floors above ground. This apartment is also composed entirely of small 59㎡ units. It will be remodeled through horizontal expansion into 12 buildings with four basement floors and 19 floors above ground, totaling 1,713 households. The number of households by size in the newly constructed apartments will be ▲59㎡ with 2 households ▲77㎡ with 1,618 households ▲84㎡ with 32 households ▲115㎡ with 61 households.
With the basement space expanding from one floor to four floors in both complexes, parking spaces will increase, and community facilities such as exercise facilities and libraries will also be provided.
Meanwhile, apart from these two complexes, Dongbu and Hanguk Apartments in Suji District 1 have also applied for project plan approval for remodeling. A city official said, "We are speeding up the review of the project plan approval applications submitted by Dongbu and Hanguk Apartments," adding, "We will establish support ordinances and reorganize basic plans to provide a foundation for city-level support to promote remodeling in the future."
However, whether remodeling projects centered on Suji Districts 1 and 2 will expand remains uncertain. This is because the 'Special Act on Aging Planned Cities' for revitalizing reconstruction of apartments in large-scale housing development districts, including first-generation new towns, was enacted in April, making it highly likely that apartments in Suji Districts 1 and 2, which were considering remodeling, will shift their project direction from remodeling to reconstruction.
This law applies to public housing sites larger than 100㎡ that have been developed for over 20 years. In the Yongin area, the places meeting this criterion are Suji Districts 1 and 2 and Gugal Districts 1 and 2. The area of each district is 948,000㎡ for Suji District 1 and 947,000㎡ for Suji District 2. Gugal District 1 is 216,000㎡ and Gugal District 2 is 645,000㎡, which is less than 1,000,000㎡, but including nearby aging complexes, the Special Act on Aging Planned Cities can be applied.
To this end, on the 13th, Yongin City held a kickoff meeting for a service project to establish the 'Basic Plan for Aging Planned City Maintenance' and has started preparing the maintenance basic plan.
A representative from A Real Estate Agency in Suji District 1 said, "If the Basic Plan for Aging Planned City Maintenance guarantees sufficient project feasibility with a high floor area ratio, it is highly likely that complexes currently pursuing remodeling will switch to reconstruction. However, the sunk costs due to the suspension of existing projects during this process could be an obstacle."
